Description
The U.S. Department of Housing and Urban Development (HUD) is seeking a contractor to provide closing agent services for the sale of HUD-owned single family (1-4 units) properties in Eastern Region of North Carolina. Counties for the Western region area include: Almance, Beaufort, Bertie, Bladen, Brunswick, Camden, Caswell, Carteret, Chatham, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Dulphin, Durham, Edgecombe, Franklin, Gates, Granville, Greene, Guilford, Halifax, Harnett, Hertford, Hoke, Johnston, Jones, Lee, Lenoir, Martin, Moore, Montgomery, Nash, New Hanover, North Hampton, Onslow, Orange, Pamlico, Paasquotank, Pender, Perquimans, Person, Pitt, Randolph, Richmond, Rockingham, Roberson, Sampson, Scotland, Tyrrell, Vance, Wake, Warren, Wash, Washington, Wayne and Wilson. The anticipated contract award will be for one-year base year period and two one-year options. The Request for Proposal (RFP) will list in detail all the specific tasks in the statement of work. Summary of the specifications include and are not limited to. : (1) Task 1 - Escrow Account : maintain funds for closings of HUD-owned properties. Closing agent shall establish a non-interest bearing escrow account for all sales proceeds, including earnest money deposits, loan proceeds, and purchaser's funds presented at closing in the name of the Closing Agent with the designation "As Trustee for the U.S. Department of Housing and Urban Development". (2) Task 2 - Pre-closing activities : perform all pre-closings actions such as open closing file; title search for properties; HOA and condominium documents; written notification; deed and closing instructions; special discount programs instructions; rental monies; extension requests; cancelled closings and expired contracts; preparation of the HUD-1; recording penalties and third party closings. (3) Task 3 - Closing activities : perform closings at an acceptable office location and contractor shall be physically present at every closing. (4) Task 4 - Good Neighbor Next Door Program : perform sales under the Next Door Programs such as the Officer Next Door; Teacher Next Door; Firefighter Next Door and Emergency Medical Technician Next Door programs. (5) Task 5 - Post closing activities : perform post closing activities such as verification for closings; wire of proceeds; delivery of the deed for recordation; proration calculations; HUD-1 corrections and overpayments/duplicate payments. (6) Task 6 - Reporting : perform and provide status report to the AM contractor and the Government Technical Representative. (7) Task 7 - Additional Services : contractor on occasions may perform special services as directed by the GTR that do not involve closings assigned by the AM such as recordation of documents and title services. This acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification Systems (NAICS) code for this requirement is 541191 (Title Abstract and Settlement Office) with a size standard of $7 Million. The Government intends to award a contract resulting from a RFP to the responsible offeror who will be determined to be Technically Acceptable based on their Technical proposal with the lowest evaluated price. The RFP will also identify all information such as the evaluation criteria that the Offeror must submit in order to be considered for award. Failure to submit all the information requested in the RFP may result in the proposal being eliminated from consideration for award. It is anticipated that the RFP will be posted to this site with an issue date on or 19 September 2011 with a response date of on or about 19 October 2011. Any amendments to the RFP will be posted to this site. Reminder: a prospective contractor must be successful registered on the Central Contractor's Registration website: www.ccr.gov.
