- There is not a solicitation. This is a Sole Source procurement. NAICAS code: 511210. The Bureau of Reclamation, Contracting Office in Denver, Colorado will solicit and award using other than full and open competition to Total Resource Management, Inc. Total Resource Management, Inc is the developer of the RulesManager SE Software Program. Reclamation is purchasing licenses, Annual Customer Support and training for their RulesManager SE Software Program. Rules Manager SE does not compromise the security of Reclamation's MAXIMO application but integrates with MAXIMO and allows changes to MAXIMO without making changes to the code configuration of MAXIMO. This notice of intent is not a request for competitive quotations. The determination of the Government not to open subject requirement to full and open competition was made in accordance with 41 U.S.C. 253(a)(1), implemented under the authority of FAR 6.302-1.
