Description
The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement to procure ON-TARGETplus SMART POOL siRMA reagents for the U.S. Army Medical Research Institute of Infectious Disease (USAMRIID). This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This acquisition is an unrestricted procurement. The North American Industry Classification System (NAICS) code is 325414. The contractor shall provide ON-TARGETplus SMARTpool siRNA libraries with the following name brand or equal minimum essential characteristics: 1.Short, duplexed RNA oligonucleotides 2.Design of functional siRNA should be based on proprietary algorithm which leads to a guarantee of 75% knockdown. 3.Sequence of each siRNA must be unique and provide both maximum efficacy and target specificity 4.Should use patented 2' ACE chemistry for the synthesis of these reagents which minimizes the risk of degradation of the RNA. 5.Proven to reduce off-target effects by up to 90% 6.ON-TARGETplus modification pattern should be used to enhance specificity of both strands of the siRNA by inhibiting both seed-related and sense strand involvement in RISC-mediated off-target effects. 7.SMARTpool siRNA reagents consisting of 4 duplexes should be designed against a specific target, pooled and dried down in a well of a 96-well plate. 8.The SMARTpool reagents must be delivered as 0.1 nmoles per well 9.These sets must be delivered within three weeks upon receipt of order. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, September 8, 2011 and will only be available until September 21, 2011. Specifications of the requirement are provided in solicitation: W81XWH-11-T-0628. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://ccr.gov/ and may have completed its representations and certification found at https://orca.bpn.gov/. All interested parties shall provide their quote to Colleen Barnes at colleen.barnes@us.army.mil by 11:00 a.m. ET on September 21, 2011.
