Description
Effective November 7, 2011, the U.S. Fish and Wildlife Service (FWS) and the Department of the Interior's (DOI) Departmental Offices (DO) - including the National Business Center (NBC) will require the use of Internet Payment Platform (IPP) for the electronic submittal of invoices. The U.S. Department of the Treasury's Financial Management Service (FMS), in partnership with the Federal Reserve Bank of Boston (FRBB), a fiscal agent of the U.S. Treasury, is offering the Internet Payment Platform (IPP) service for use by Federal government agencies and their vendors. IPP is a new service provided by the FMS to assist DOI and its vendors in streamlining the order-to-pay process. Vendors enrolled in the National Business Center's (NBC) E-invoicing System (GovPay) and have current awards will have those awards converted to IPP electronically by NBC. DO vendors who are only enrolled in the US Federal Central Contracting Registration (CCR) will receive an email from the Federal Reserve Bank of Boston in October 2011, with IPP enrollment information. Vendors with purchase orders issued from the NBC Acquisition Services Directorate's Office in Boise, Idaho are exempt from using IPP until November 2012, when that office starts using DOI's Financial and Business Management System (FBMS). IPP is available through FMS at no cost to DOI vendors. IPP enables vendors to create invoices directly from the contract award and submit invoices electronically to the DOI. IPP also provides vendors on-line access to invoice status and payment information for all government payments; not only those invoiced via IPP, including offset and partial payments. For DOI-specific questions regarding the mandatory use of IPP, please email the DOI IPP Team at FBMS_IPP@FBMS.DOI.GOV. Currently, the following DOI Bureaus are FBMS Bureaus and are using IPP: the Bureau of Land Management (BLM); the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE); the Office of Surface Mining (OSM); and the United States Geological Survey (USGS). Vendors doing business with the National Park Service (NPS) and Indian Affairs (IA) will be notified in September 2012, when the use of IPP for their invoices is required. Vendors doing business with the Bureau of Reclamation (BOR) will be notified in September 2013, when the use of IPP for their invoices is required.
