Description
Request for Quotations and Clauses Statement of Work NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a purchase order to the University of Cincinnati for audiometric surveys and hearing tests. This procurement is a contract for the collection of the management and review of audiometric data and for data collection and administration of a NIOSH testing protocol for testing the attenuation of audiometric headphones. This contract will support NIOSH staff to accomplish goals under an interagency agreement with the National Institute for Deafness and other Communication Disorders. NIOSH is provided funding from NIDCD to support the quality control for nationally representative surveys of the United States' populace. The assistance from the audiology doctoral candidates from the University of Cincinnati, Department of Communication Sciences and Disorders allows NIOSH staff to complete work planned under the interagency agreement. The headphone attenuation study meets additional NIOSH program goals for understanding the maximum permissible background noise that can be allowed during hearing testing in occupational hearing screening studies. The University of Cincinnati's Department of Communication Sciences and Disorders has trained and qualified audiology students who will assist NIOSH project officer in the completion of an experimental study. The test protocol consists of standard clinical audiological tests and a standard audiometric test for measuring the attenuation of a hearing protection device. The University of Cincinnati is uniquely suited to provide a student audiologist to work with NIOSH project officer and research staff to conduct this work. The student(s) will be trained in the use of the laboratory equipment and will need to have skills to conduct a hearing examination under the supervision of a clinically certified audiologist. Over the course of the year, two students will be identified by the CSD department to work with the project officer and with an NIOSH research audiologist to conduct the review of data received from the field study. The subjects will learn the details of reviewing, classifying and coding the audiometric data and survey results. The second study will involve recruiting and testing subjects for the attenuation of headphones used in audiometric data collection. Consequently, the subjects' schedules will necessarily be coordinated with the lab and other work within the project. In order to utilize a private audiologist, the government requires that the audiologist can work on the project when the subjects are available and not have to coordinate with a separate work schedule, which would be imposed by private audiology practice. The UC CSD department has agreed that they could assign two audiology doctoral (AuD) students to the effort. Starting in January the students would be available full time to collect attenuation data. The UC CSD department has agreed that the project would become a part of the students' Capstone project for the AuD degree. The students will be involved in the data collection, analysis, and publication of the results related to the effort. Consequently, the UC CSD departmental supervisor and the students have a vested interest in collecting high quality data. UC CSD will not be granted any ownership or right to use the data collected without participation of the NIOSH project officer's approval. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement, in the format they choose, not to exceed 10 pages. The Government will review any/all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be held with the University of Cincinnati, Communication Sciences and Disorders (CSD), as the only source and a purchase order will be issued without any additional notices being posted.
