Description
This is a generic SOW which contains a majority of the service descriptions. This is a spreadsheet prepared to show the breakout of all prices required to be returned with ROM. The General Services Administration, Region 8, Mountain Plains Service Center in Denver CO is requesting interested sources to provide a Rough Order of Magnitude (ROM) to provide full facility maintenance services for the federal buildings in the State of Montana. Full facility maintenance services includes the Contractor furnishing all personnel, labor, equipment, material, tools, supplies, supervision, management, and services to complete operations, maintenance, and repair of government facilities to include green maintenance. These services could include, but are not limited to, a combination of: painting as it relates to maintenance; property maintenance; pest control services; grounds maintenance; landscaping; tree trimming; snow removal; elevator inspection and maintenance services; fire alarm system preventive maintenance and repair services and fire suppression system preventive maintenance and repair services; locksmith services; janitorial/custodial services; collection and disposal of refuse; collection and disposal of recycle materials; roofing repair (excluding complete roof replacement); plumbing and pipefitting; electrical, including high/low voltage systems and utility service; maintenance and repair of exterior electrical distribution system; paving as it relates to maintenance and repair of surface areas; telephone maintenance; support training and consulting services; operation and maintenance of water distribution system and maintenance of the septic field; repair of water tanks; all mechanical and operations maintenance and repair of building systems; heating/ventilation/air conditioning (HVAC) maintenance; boiler and chiller maintenance; and maintenance of facilities, renewable energy systems, Energy Management Control Services (EMCS) and building systems to include instruments; carpentry; masonry; and refrigeration services. Full facility maintenance services will be in accordance with the attached generic specifications. GSA may consider one State-wide contract, regional contracts, or single awards per location. The 10 locations in Montana include: Baab (Piegan - Port of Entry) Billings Federal Building/Courthouse (newly constructed) Billings Federal Building/Courthouse Bozeman Federal Building/Post Office Butte Federal Building/Courthouse Eureka (Roosville - Port of Entry) Havre (Port of Entry) Missoula Federal Building/Post Office/Courthouse Raymond (Port of Entry) Turner (Port of Entry) A basic description of each building is identified below. Babb (Piegan-Port of Entry): Piegan Border Station is a United States Port of Entry. The facility is located 11 miles north of the Town of Babb, Glacier County, at the juncture of U.S. Highway 89 and the U.S./Canada international border. The Main Port Buildings include the Primary Inspection Canopy, Secondary Inspection Canopy, non-commercial secondary inspection buildings, pump house, and emergency generator building. The gross square footage is 95,638 sq. ft., and the useable square footage is 76,621 sq. ft. Billings: This is a new Federal Building/U.S. Courthouse located at 2601 2 nd Avenue North in Billings MT. The expected date of occupancy is December 2012; however, O/M will commence before that date. This building includes 147,000 gross square feet of space. Billings: This Federal Building/U.S. Courthouse is located in the central business district of the City of Billings, Yellowstone County at 316 North 26 th Street. It is an eight story structure with five floors above ground; a full basement; parking garage; two-level partial sub-basement that houses the chiller, boiler, and electrical system controls; loading dock; and 56 inside structured parking spaces in the basement garage and five outside surface spaces. The gross square footage is 221,367 sf, and the useable square footage is 116,865 sf. Butte: The Federal Building/U.S. Courthouse, located in the Central Business district, was built with a flat built-up bituminous membrane roof. The Federal Building is a three story structure with a basement. The mechanical heating system is located in the basement. Ventilation and air conditioning systems are located on the 2 nd floor and rooftop. There are two elevators. Trees are planted on the south and west side of the building. There are also planters at each side of the main entrance. There are 28 outside surface parking spaces. The gross square footage is 73,336 sf, and the useable square footage is 43,153 sf. Bozeman: The Federal Building/U.S. Post Office has 5 office floors, one basement, and a mechanical penthouse for the elevator equipment, total seven stories. The Federal Building is surrounded by a lawn, which includes planters. There are 21 indoor and 124 outdoor parking spaces. The gross square footage is 99,413 sf, and the useable square footage is 63,236 sf. Eureka (Roosville Port of Entry): The Roosville Border Station is a United States Port of Entry and located 8 miles north of the Town of Eureka in Lincoln County and at the juncture of U.S. Highway 93 and the U.S./Canada international border. The Facility includes four major buildings: the Main Port Building, the Commercial Secondary Inspection Building, the Non-Commercial Secondary Inspection Building, and the Inspection Canopies/Booths. This facility provides housing, office space, interview rooms, holding cells, computer rooms, and other type of spaces necessary for day-to-day operations. The Facility has flat roofs and one floor with no basements. There are 22 surface parking spaces plus numerous parking spaces for semi-tractor trailer rigs and other commercial vehicles. There are over 30,000 sf of concrete which requires year round cleaning and snow removal, as well as, landscaping in various locations around the Facility. The gross square footage is 28,131 sf, and the useable square footage is 21,505 sf. Havre (Port of Entry): The Border Patrol Sector Headquarters is located at 2605 5 th Avenue, South in Havre, MT located in Hill County, on State Highway 234. The building is a single-story building with no basement. It has a flat built-up bituminous membrane roof. The facility includes interior space broken into 1,800 gsf; 2,700 sf; a 3,100 sf 10 bay garage, includes 720 sf of storage space; a 416 sf room; 18 surface parking spaces; and 36 inside parking spaces. The gross square footage is 11,135 sf, and useable square footage is 9,984 sf. Missoula: The Federal Building/U.S. Post Office/U.S. Courthouse is located in the Central Business District of Missoula, Missoula County and covers an entire city block. The structure has four stories including a basement; 3 elevators; central courtyard and Post Office dock area, which are used for reserved parking. The perimeter of the building has small areas of lawn, with planters and old-growth trees. The gross square footage is 146,502 sf, and the useable sq footage is 103,280. Raymond (Port of Entry): The Port at Raymond is located 20 miles north of the Town of Raymond, Sheridan County at the juncture of State Highway 16 and the U.S./Canada international borders. The Main Port Building is one of three operational buildings on the Port. There are two floors and a basement; a flat built-up bituminous membrane roof; a canopy extending over the north-bound lanes; and a canopy extending over the south-bound lanes. It provides space for 29 outside surface parking spaces, 30,000 sf of paved concrete area adjacent to the building, and a landscaped area. The concrete area requires cleaning year round and snow removal depending on the season. The gross square footage is 22,932 sf, and the useable square footage is 17,818 sq. ft. Turner (Port of Entry): The Turner Border Station is a joint use Port of Entry located 12 miles north of the township of in Blaine County, at the juncture of State Highway 241 between the U.S./Canada International borders. The Port of Entry (POE) includes three buildings, covers 3.0 acres of land, has approximately 30,000 sf of paved surface, and zero-scaping around the main Port Building. The Main Port Building has a partial second floor that is used for temporary living quarters for visiting personnel. There are vehicle inspection bays at both the southern and northern ends of the building to conduct detailed inspection of vehicles. The building also has a partial basement that contains storage, building environmental control (HVAC), and the water and sewer systems. There is no inside structured parking in the building and two outside surface parking spaces. The second building is the Pump House on the U.S. side of the border, which contains the well pump and water treatment system. The third building is a vehicle garage used to store equipment. It has two inside structured parking spaces and four outside surface parking spaces. Period of performance: The period of performance is for one Base Year with 4 one-year Option Periods. All interested sources shall include the following information in their responses. (Return attached excel spreadsheet) 1. Labor Categories 2. Level of effort associated with each skill category 3. Fully Burdened Hourly rates 4. Federal Supply Contract No., if applicable 5. SIN under Federal Supply Contract No., if applicable 6. Type of business (i.e. small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns, large business). 7. North American Industry Classification System (NAICS) 8. Other Direct Costs, if applicable 9. All assumptions Interested sources are requested to provide a Rough Order of Magnitude (ROM) based on five (5) pricing methods. 1. Estimate for each building 2. Estimate for the entire state of Montana for all federal building locations (10) 3. Estimate for regional contract to include the locations of Bozeman, Butte, Missoula, Roosville (Port of Entry), Baab (Piegan - Port of Entry) 4. Estimate for regional contract to include the locations of Havre (Port of Entry), Billings (2 locations), Turner (Port of Entry), Raymond (Port of Entry) 5. Estimate per square foot The Wage Determination for the State of Montana, applicable under the Service Contract Act, applies to this requirement.
