- Questions and Answers Sample Case Closing checklist The purpose of this amendment, Amendment 1 to the SF1449 solicitation, is to upload the Questions and Answers submitted in response to the solicitation notice. All other terms and conditions, unless specifically changed in the Q&A document, remains the same. The purpose of this amendment is to upload the solicitation and all pertinent attachments. All offerors are hereby instructed to read and comply with all the terms and conditions of the solicitation. Failure to comply may result in the offer being ineligible for award. The Department of Education Contracts and Acquisitions Management office located at 550 12th Street Southwest, Washington, D.C., 20202, intends to procure a Firm Fixed Price (FFP) software upgrade and enhancement services, with an estimated period of performance of up to twelve (12) months. The prospective offeror shall provide all personnel, plant, labor, materials, supervision, transportation, and all other items not specifically identified as Government furnished to provide, but not limited to, software upgrade and enhancement services to the U.S. Department of Education (ED), Office of Inspector General (OIG), Investigative Services Investigation Tracking System (EDITS) in accordance with the Performance Work Statement (PWS), which shall be included in the solicitation. This requirement was previously announced as Request for Information (RFI) ED-OIG-RFI-2011, which was posted on 09 June 2011. The requirement will be competed on a Total Small Business set-aside basis. The applicable North American Industry Classification System (NAICS) code is 541511, with the business size standard dollar amount of $25M. It is anticipated the solicitation will be issued electronically within 10 days after posting of this notice, and will be posted on the Federal Business Opportunities website (http://www.fbo.gov). Interested offerors are requested to submit their company information, via email, in response to this notice. Paper copies will not be made available. It is incumbent upon all interested offerors to review this site frequently for any updates/amendments to any and all documents. Any prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR requirements may be viewed at http://www.ccr.gov or by calling the CCR Center at 1-888-227-2423. Telephone requests for information will not be allowed and all questions regarding the solicitation must be emailed to to ryan.battad@ed.gov. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs.
