- U.S. Army Contracting Command, Aberdeen Proving Ground, Edgewood Division, intends to negotiate a sole source award to OnGuard Industries, LLC, Havre de Grace, MD, as described in FAR 6.302-1(a)(2)(ii) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States Army Chemical Materials Agency (CMA) requires the purchase of boots in various sizes to support chemical Hazmat / WMD (weapons of mass destruction): transportation, decontamination of materials, and destruction activities at CMA chemical weapons storage facilities and demilitarization facilities. This requirement is for chemical resistant - steel toe - boots, designed for wear over stockings and /or with a fully encapsulating chemical protective suit. The boots are intended for use as a component of the following protective outfits: Demilitarization Protective Ensemble, Occupational Safety and Health Administration (OSHA)/ Environmental Protection Agency (EPA) levels A, B, C, and D at CMA and U.S. Army Research, Development and Engineering Command (RDECOM) facilities. The boots shall meet Military Standard: MIL-STD-282 "Filter Units, Protective Clothing, Gas-Mask Components and Related Products: Performance Test Methods" and MIL-STD-1916 "DOD Preferred Methods for Acceptance of Product, Department of Defense Test Method Standard." Furthermore, the components to be used in assembly of the boot shall be made from a component that resists exposure to decontaminating solutions (for example sodium hypochlorite and sodium hydroxide) and meet the chemical agent resistance and material requirements. The boots shall be extensively tested to verify that they meet the performance parameters specified in the attached CMA Specification for Toxicological Agent Protective boots to include: * Tensile strength and ultimate elongation tests * Abrasive index test * Flexibility * Slippage * Leakage * Toxicological agents resistance * Mustard vapor penetration * Nerve agent vapor penetration * Decontaminating solution resistance * Low temperature deterioration The contract will consist of purchasing nine (9) different sizes (7-15) of boots.
