Description
The authority permitting other than full and open competition FAR 13.501(a) Test Program for Certain Commercial items, PL 104-106 sec 4202 (Clinger-Cohen Act), only one manufacturer source reasonably available. The software and maintenance provided by Informatica Software Maintenance and consulting services can only continue to be provided by IPI Grammtech, LTD or DLT Solutions. The current software platform is Microsoft operating. It is necessary for the continuation of services that Informatica software be renewed for future use. Informatica is the sole provider of the software maintenance. The software maintenance required under this procurement action must be compatible with the existing Informatica software. The existing Informatica software has been certified and accredited by TMA Information Assurance. Therefore, only Informatica software support can be procured. The only other alternative would be to use different software maintenance for this requirement. This would involve extensive testing and analysis to ensure that different software meets the Government's needs for this requirement. This alternative would result in greater time and expense in order for the Government to fulfill its mission requirements. Interruption of service in order to test the configuration of different software could result in mission failure and substantial duplication of cost to the government that is not expected to be recovered through competition. Solicitations will be sent to the two vendors directly.. Any firm that believes it can provide the services required is invited to submit a written notification to the Contracting Officer within 5 calendar days from the date of this publication of this notice. Supporting evidence must be provided in sufficient detail to demonstrate the firm's ability to provide these services. Information must be sent to Ms. Nicole Driggers via email utilizing MS Word or.PDF file at Nicole.Driggers@amedd.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, U.S. Army Medical Research Acquisition Activity (USAMRAA) will proceed with the sole source contract.
