Description: This Notice is being posted as a Notice of Intent to make a sole source purchase using other than full and open competition. The USDA, ARS, MWA, Soy/Maize Germplasm Pathology and Genetic Research Unit, Urbana, IL Location has a requirement/need for custom made seed storage base cabinets and drawers to match existing units already in place. These units are manufactured by HL Precision Machining, Inc. JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (SOLE SOURCE) TITLE: Additional Custom Seed Storage Cabinet Bases and Drawers to match existing 1. AGENCY AND CONTRACTING ACTIVITY: USDA/ARS/MWA, Soybean/Maize Germplasm, Pathology and Genetics Research Unit, Urbana, IL Location has a requirement for additional custom seed base cabinets and drawer units to match existing units already in use DESCRIPTION OF ACTION: USDA/ARS/MWA, DESCRIPTION OF SUPPLIES/SERVICES: Statement of Work. Additional storage is required for our Seed House. The custom base units and cabinets must match existing units and are custom made by Harlan and Lash. Minimum Specifications AUTHORITY CITED FAR Part 6.302-(ii) (A) REASONS FOR AUTHORITY CITED. FAR Part 6.302. EFFORTS TO OBTAIN COMPETITION: N/A FAIR AND REASONABLE DETERMINATION. Cost of these custom made units in 2007 was $50.00 per base unit and $143.00 per drawer. The cost in 2008 was $51.50 per base unit and $154.00 per drawer. Cost for 2011 is $62.00 for base units if ordering a minimum of 15 and $195.00 for drawers if ordering a minimum of 165. Cost is reasonable with consideration to increased materials and labor costs from 2008 to 2011. Availability of technical data and other information, including drawings and specifications. Statement of Work: Additional storage units, custom cabinet bases and drawers are required for our Seed Storage Facility. These units must match existing units already in use. Minimum Requirements Specifications: Storage units are custom made to fit the space available. •2. Sufficient explanation to allow a person without technical competence in the area to follow the rationale: Additional units must be made to match existing units already in use. Alternative storage units would not fit in the space we are using. 3. Facilities or specialized equipment: Seed Storage Facility Availability of technical data and other information, including drawings and specifications 6.302 Circumstances permitting other than full and open competition. The following statutory authorities (including applications and limitations) permit contracting without providing for full and open competition. Requirements for justifications to support the use of these authorities are in 6.303. 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. (1) When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by- (i) Unique supplies or services available from only one source or only one supplier with unique capabilities; or 6.302 Circumstances permitting other than full and open competition. The following statutory authorities (including applications and limitations) permit contracting without providing for full and open competition.
