Attachment 2 - RFQ Information Sheet Attachment 3 - Performance Work Statement Attachment 1 - Schedule of Prices This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Firm Fixed-Priced quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-11-Q-0083 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54 effective August 4, 2011. This is an unrestricted acquisition, issued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The National Archives and Records Administration (NARA) intends to issue an indefinite delivery, indefinite quantity, firm fixed price contract with firm fixed-priced contract line items (CLINs). Orders may be placed orally or in writing. EVALUATION: This is an unrestricted procurement, subject to Full and Open Competition. The Government reserves the right to issue multiple contracts, as well as, award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR 13.5 in conjunction with Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation and in accordance with the guidance at FAR 12.301(c)(2). A contract will be issued to the Contractor(s) whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this procurement will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the firm-fixed price for each CLIN will be determined by multiplying the Unit Price by the Quantity of units, and the total fixed price will be determined by summing the firm-fixed price of all CLINs. Contractors must provide pricing for each CLIN, including any Option CLINs. BACKGROUND: The purpose of this procurement is to purchase maintenance services for video tape recorders and audio cassette recorders for the Recording Lab of the Digitization Services Branch of the National Archives and Records Administration (NARA). The Recording Lab needs a complement of video tape recorders and audio cassette recorders that operate correctly at original factory specifications in order to do preservation and reformatting work. REQUIREMENTS: See Attachment 1, Schedule of Prices. Contractors must submit their pricing (USD) in accordance with RFQ Attachment 1, Schedule of Prices. Contractors must complete and submit Attachment 2, RFQ Information Sheet. See Attachment 3, Performance Work Statement. QUESTIONS: Questions regarding this RFQ must be submitted in writing to Ms. Cynthia Jones no later than 12:00 PM EST on September 13, 2011. Questions submitted in any other manner will not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment. SUBMISSION OF QUOTATIONS: Three (3) copies of each quotation should be mailed to National Archives and Records Administration (NARA), Attention: Ms. Cynthia Jones (NAMA-11-Q-0083), 8601Adelphi Road, Room 3400, College Park, MD 20740-6001 or e-mailed to: cynthia.jones@nara.gov. Quotations should be received by 12:00 PM EST on September 21, 2011. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. The Research Room and Archival Projects Team need a complement of audio and video tape/cassette recorders or decks that operate correctly at original factory specifications in order to do accessioning, holdings maintenance work, and to provide access in the Motion Picture, Sound and Video Research Room. Currently, the Mopix unit has 104 non-operational audio and video tape/cassette recorders or decks and VHS/DVDs that need maintenance and/or repair to be operational, and an additional complement of operational audio and video tape/cassette recorders or decks that may need maintenance and/or repair in the future. 2.0 BASIC REQUIREMENTS 2.1 The Motion Picture, Sound and Video Unit (Mopix) of the Archival Operations-Washington, DC branch of the National Archives and Records Administration (NARA) is responsible for the accessioning, custodial handling and public access of the audio and video holdings held by the National Archives and Records Administration. The Mopix Unit has a total of fifty-six (58) video recorders/decks that are in need of repair, refurbishment, or regular preventive maintenance; and thirty-eight (38) audio recorders/decks that are currently operational will be covered as well for any future maintenance and repair work that are in need of repair, refurbishment, or regular preventive maintenance. The Mopix Research Room has eight (8) VHS/DVD decks needing regular preventive maintenance. Research Room VHS/DVD equipment may be replaced during the life of the contract. These machines will fall under the regular preventative maintenance service of the contract. The Contractor must maintain, at a minimum, a 95% (less equipment maintenance downtime) equipment uptime or in service rate in Room 4000. In order to determine the uptime or in service rate, the COR or his designated representative will periodically and randomly check all of the audio and video tape/cassette recorders or decks to verify their operability and then calculate whether the 95% uptime or in service rate is being maintained. This requirement is dependent upon funding for any machines requiring major repairs. Understanding that VHS/DVD players may cost significantly less to replace than repair, only cleaning and on-site testing will be applicable for the Room 4000 VHS/DVD players. Additional audio and video tape/cassette recorders or decks in staff areas (Rooms, 3350 and 4350) will be maintained by machines priority determined by the COR, and depending upon available funding. 2.1.1 General Requirements: SERVICES TO BE PURCHASED Qty Services 58 On Site Diagnostic Testing, Preventive Maintenance (See Section 2.2.2 for Description of Preventative Maintenance), and Minor Repair (see Section 2.2.3 for Description of Minor Repairs), services for video recorders/decks - see list 2.2.7. 38 On Site Diagnostic Testing, Preventive Maintenance (See Section 2.2.2 for Description of Preventative Maintenance) and Minor Repair (see Section 2.2.3 for Description of Minor Repairs) services for audio recorders/decks - see list 2.2.8. 8 On Site Diagnostic Testing, Preventive Maintenance (See Section 2.2.2 for Description of Preventative Maintenance) services for Research Room VHS/DVD Decks - see list 2.2.9. TBD Pick Up and Drop Off, Bench Testing and Major Repair services for inoperable audio and video tape/cassette recorders or decks, including labor and parts, as required. There is no ready list for the equipment to be repaired under this service. This will be determined during regular On Site Testing. Major repairs will not be performed until COR has approved the repair for each piece of equipment. 2.1.2 Reports A. Reports on Equipment Maintenance performed must be delivered to the COR after each visit. B. A Report on Labor hours per visit will be supplied to the COR after each visit. C. Prior to any other work being done on audio and video tape/cassette recorders or decks, vendor(s) shall submit a detailed report to NARA, outlining the maintenance and repair needs identified during the bench test. The report shall provide recommendations for further work, including preventive maintenance and cleaning, minor repairs, and major repairs. Bench tests of Equipment requiring Major Repair will be supplied to the COR before repairs will be authorized. D. Base Year Diagnostic Report. The base year of the agreement will require the Vendor to perform diagnostics on all audio and video tape/cassette recorders or decks in Room 4000 and staff areas (Rooms 3350, 4350) at Archives II. This diagnostic visit will count as one of the four yearly visits. 2.2 Work Procedure The Contractor must report to the Contracting Officers Representative (COR) or his designated representative for each location prior to commencing work. Before beginning and upon completion of any scheduled or unscheduled service call, the contractor's service representative must sign in and sign out with the Security Desk and designated representative for each location. 2.2.1 Repair Service Hours A. The audio and video tape/cassette recorders or decks that are in use in Room 4000 and staff areas (Rooms 3350, 4350), will be available forrepair or maintenance on site from 8:45 am to 5:00 pm Monday throughout Friday excluding Federal Holidays. B. In the event of a deck malfunction, the Contractor will be notified by the COR or his designated representative. The Contractor must respond via telephone or e-mail to the COR or designated representative within 4 hours after receipt of telephone notification. The Contractor must arrange to service the equipment during the next business day (Monday through Friday). Consulting with the COR to schedule a visit for maintenance is considered to satisfy this requirement. C. All scheduled maintenance must be coordinated with the COR or his designated representative at least 3 working days in advance. 2.2.2 Preventative Maintenance Preventative maintenance must be scheduled and completed four times a year and performed in accordance with the reader manufacturer's specification. Preventative maintenance must include at a minimum: - Cleaning - Replacement of rollers and belts - Check of brake torque - Check of motors and tension regulators - Check of head wear - Head degauss - Control and operational check - Check of link, drive, torque, tape run, power supplies, servos, audio, video, time code, etc. - Alignment and calibration of the above 2.2.3 Minor Repair Vendor(s) shall conduct minor repair on only those recorders/decks approved by NARA, based on NARA's review of the diagnostic report(s). Vendor(s) shall perform minor repair, following factory service/repair manual recommendations and, at a minimum, shall include: - Replacement of drum - Replacement of audio heads - Replacement of time code heads - Replacement of full-erase heads - Calibration/alignment of all components after minor repair All equipment shall be warranted to be operational for 30 days after minor repair. 2.2.4 Major Repair Prior to any other work being done on audio and video tape/cassette recorders or decks, vendor(s) shall submit a detailed report to NARA, outlining the maintenance and repair needs identified during the bench test. The report shall provide recommendations for further work, including preventive maintenance and cleaning, minor repairs, and major repairs. Vendor(s) shall conduct major repair on only those recorders/decks approved by NARA, based on NARA's review of the bench test report(s). NARA reserves the right to decline any and all additional work for individual decks. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. ADDITIONAL APPLICABLE FULL-TEXT FAR CLAUSES A. FAR 52.217-8, Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. B. FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000) a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years six (6) months. C. FAR 52.216-22, Indefinite Quantity (Oct 1995) (a) This is an indefinite-quantity contract for the supplies or services specified and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum." (c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations. (d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after _______________ [insert date].
