- This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from incumbent L-3 Services, Inc. of 11000 Commerce Parkway, Mount Laurel, NJ 08054-2369 for 65,000 (Sixty-five thousand) hours of Engineering and Technical Services along with associated Travel and Materials under contract N00421-11-C-0012 for the continuance of technical and engineering services to support continued research, design, analysis, development, prototyping, fabrication, modification, integration, installation, certification training, test and evaluation, logistic support and fielding of Telecommunications and related Communication-Electronic (C-E) systems to Special Communications Requirements Division for various programs while the follow-on contract is being completed. This acquisition covers an extended period of performance of approximately three months that will run from 1 November 2011 to 31 January 2012. This procurement is necessary as the current contract is scheduled to run out of ceiling 31 October 2011. Due to the ongoing nature of the projects currently being performed under contract N00421-11-C-0012 and the need to continue these services without a break in work, L-3 Services, Inc. is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The incumbent contractor (L-3 Services, Inc.) currently has fully trained personnel and a fully developed management system in place for execution of the required work. Resolicitation for the three month period would not only result in a break in service, but would incur excessive costs to the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." L-3 Services, Inc. is the sole source capable of providing these efforts without creating the impact on the fielded systems, sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competitition, this will be procured on a sole source basis.
