- The Commodity Futures Trading Commission ("CFTC" or "Commission") intends to award a sole source contract to Actionable Intelligence Technologies, Inc., 1301 Altamira Court, McLean, VA, for a Financial Investigations System (FIS) 10-user Network License, including an OCR engine for 10,000 pages per month, first year maintenance and support, and parser library subscription. This system can scan paper records subpoenaed from financial institutions and automatically parse the information into a master investigative database. Once the data is populated into the master investigative database, the spreadsheet format used by different personnel to perform financial investigations can be automatically generated. Comprehensive data analysis functions can be performed on all records entered into the system including the following features: integrates scanning, OCR, parsing and database functions to vastly improve data input efficiency; a missing document list can be generated indicating all documents that have not been received in accordance with the subpoena; money laundering methodologies can be automatically identified; graphic visualization of account transactional behavior can be automatically displayed; and chart functions showing the linkage between individual transactions, related accounts and related entities can be automatically displayed with associated information including flow of funds, number of items, corresponding financial institutions, etc. The contract will include one base year and four option years for continued maintenance and support and new statement parsers. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
