- Contractor shall be able to provide upgrade for the Victory Brigade Leave software currently in use at Fort Jackson, SC. The software supports block leave and enhances the capability to properly account for, track and plan for Soldier movement during annual departure phase of block leave. The developer of the software currently in use is MicroStaff Holdings. The contractor shall be able to upgrade the software within 30 days. Any offerors capable of providing the software as specified shall respond by providing a capabilities package prior 3:00PM (ET) 12 September 2011 in order to be considered. Responses shall be emailed to the contract specialist at Lillian.w.darby@us.army.mil
