- N6228511RC00015 FLC control No. 2011-2956. The Fleet Logistics Center Norfolk in Philadelphia intends to acquire contractor services to provide post Critical Design Review services of the Optical Telescope Assembly of the Navy ™s Joint Milli-Arcsecond Pathfinder Survey under the authority of FAR 6.302-1. L-3 Communications Corp. is the only known source that can provide these services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price contact will be awarded as a result of this quotation. Note 22 applies. This requirement in support of the US Naval Observatory, Washington DC is processed under FAR Part 13, Simplified Acquisition Procedures for commercial items using FAR 13.5 test procedures.
