- Sole Source Justification Research Assistant for Statistical Experimental Studies: The solicitation number is FA8601-11-T-0171. The NAICS Code is 541690. The size standard is $7 Million. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). The proposed source is Dr. Kenneth Ryan, Bowling Green State University. The purchase is for a Research Assistant in the field of Statistical Experimental Design. Work will consist of using computer results to solve essential, unanswered questions in the area of Experimental Design. This acquisition is in direct research of theoretical experimental design for the Air Force Institute of Technology. This particular research assistant is the only known person that can do all aspects of this requirement. This notice of intent is not a request for competitive quotations; however, any information received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
