- NASA/GSFC has a requirement for four (004) X-RAD 3200 cards that meet the followingfunctional and performance requirements:1. IF input2. IF output3. IF to baseband down conversion4. Baseband to IF up-conversion5. >3000 Msps quadrature digital-to-analog conversion (DAC)6. <1500 Msps quadrature analog-to-digital conversion (ADC)7. Filtering at ADC output and DAC output8. Xilinx Virtex 6 FPGA9. Onboard DDR SRAM10. PCI Express 2.0 8x interface11. 10 MHz reference input12. 10 MHz reference outputNASA/GSFC intends to purchase the items from SoleNet Inc. because they are the onlycompany who can meet all the requirements listed above.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Janicea McCree at Janicea.L.McCree@nasa.gov or 301-286-9159 notlater than 4:30 p.m. eastern time September 18, 2011. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
