- This is a synopsis for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Army Research Acquisition Activity (USAMRAA) will be issuing Solicitation number W81XWH-11-T-0524 on 9 September 2011 for a request for a subscription for 20 users to an online research database for a base year plus 2 12-month option periods. This will be an unrestricted requirement. A Firm-Fixed Price Contract is anticipated. The SIC code is 7375 and the NAICS code is 519130. The Defense Center of Excellence (DCoE) has a requirement to provide a subscription to an on-line research database for 20 users that will have the capability for citation of peer-reviewed literature and quality web sources with smart tools to track, analyze and visualize research. The electronic age has led to the development of numerous medical databases on the web, with the ability to search for a particular subject and the ability to perform citation analysis. DCoE is frequently requested to lead or assist the development of or to participate in various working groups intended to analyze the current state of the knowledge in specific Psychological Health or Traumatic Brain Injury. These projects require in-depth analyses of published literature, including critical assessments of levels of evidence/strength of a study, the relative impact of a given study on the evolution of a field of science, and the general context in which a study was conducted. This online research database will support the goals and objectives of various programs and initiatives by the Defense Center of Excellence Psychological Health and Traumatic Brain Injury. It will be capable of searching all online research documents to assist in the DCoE's analysis of the current state of the knowledge in specific Psychological Health or Traumatic Brain Injury.
