- PTNS Instruction Manual Request for Quotation/Statement of Work The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) is soliciting quotes for an Answering Service Pre-Trip Notification System (PTNS) in accordance with the Statement of Work and the PTNS Instruction Manual. The Request for Quotation number is EE133F11RQ1515. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This is a small business set-aside. The NAICS code for this action is 561421 with a size standard of $7,000,000 in average annual receipts. This service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. The government requires all contractors doing business with the government to be registered with the Central Contractor Registry (CCR). For additional information and to register in CCR, please access the following website: http://www.ccr.gov. In order to register with CCR and to be eligible to receive an award, all Offerors must have a Dun & Bradstreet number, which may be acquired free of charge by contacting Dun & Bradstreet on-line at http://fedgov.dnb.com/webform or by phone at 1-866-705-5711. The government encourages all contractors to submit their Representations and Certifications on-line at Business Partner Network (BPN) at https://orca.bpn.gov. The BPN is the single source for vendor data for the federal government. Award will not be made to any contractor not registered in CCR.
