- Combined Synopsis/Solicitation Solicitation: Paperback and Hardcover books This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This solicitation is 100% set-aside for small businesses IAW FAR 19.502-2. The Government shall award a contract that meets the specifications defined herein and determined the lowest price, utilizing the Lowest Price Technically Acceptable (LPTA) process, using the following evaluation factors: (1) Technical - specifications defined below and (2) Price.
