General Synopsis:The approximate solicitation issue date will be 26 September 2011. QR's: Qualification Requirements: Due to the complexity and criticality ofthis part, only manufacturers that have successfully completed alltesting required by the original company responsible for the design, ormanufacturers that have successfully completed all testing on itemsdetermined by the Government to be similar in complexity andcriticality, can be considered approved sources for this item. Currentqualified sources are: Ferrotherm Co., Cage Code: 01993; GeneralElectric, Cage Code: 07482; Gentz Industries, Cage Code: 11974; UnisonEngine Components, Cage Code: 16126; Electro Methods, Cage Code: 33617;Metro Machine Works, Cage Code: 50554; Twigg Corp, Cage Code: 50595;Union Machine, Cage Code: 51992; Enginetics, Cage Code: 60168; KentuckyMetals, Cage Code: 8M212; Columbia MFG, Cage Code: 8U485; Kerns MFG,Cage Code: 93596...10 U.S.C. 2304(C)(1), Justification: Supplies (orServices) required are available from only one or a limited number ofresponsible source(s) and no other type of supplies or services willsatisfy agency requirements. The proposed contract action is forsupplies in which the Government intends to solicit and negotiate withonly one, or a limited number of sources. Interested persons mayidentify their interest and capability to respond to the requirement orsubmit proposals. All proposals received within 45 days after date ofpublication of this synopsis will be considered by the Government. ADetermination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion ofthe Government. Information received will normally be considered solelyfor the purpose of determining whether to conduct a competitiveprocurement. It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. Ombudsman: Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process. FUNCTION: TO PREVENTDOOLING AIR BYPASS ACROSS THE HIGH PRESSURE TURBINE(hpt) AFT SHAFT.ADDITIONALLY THE HONEYCOMB CLEARANCE IN RELATION TO THE HPT AFT SHAFTTOOTH CLEARANCE IS CRITICAL TO SARE ENGINE OPERATION. DIMENSIONS: THEMETAL BACKING PLATEHAS AN INSIDE DIMENSIONS OF APPROX 13.82 INCHES.MATERIAL: FORGED MATERIAL 0.2 INCH THICK. Delivery: 29 JUN 2012 Non-Commercial:Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Small Business Set Aside: This will be a 100% small business set aside. Competitive: This is a full and open requirement Export Controlled: This acquisition may/does involve technology that has a military orspace application. The only US contractors who may participate arethose that are certified and registered with DLSC (1-800-352-3572) andhave a legitimate business purpose. US contractors must submit a copyof their current, approved DD Form 2345 with their request forsolicitation. The form, including instructions for completing the form,is available athttp://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html. The solicitation/data package will be mailed to the datacustodian identified in block 3 of the DD Form 2345. The extent offoreign participation has not yet been determined. MOU country sourcesmust contact the Contracting Officer within 15 calendar days of the dateof this synopsis notice to receive a copy of the solicitation at thetime it is initially issued. Issuance of the RFP will not be delayed toreview requests from MOU country sources received after 15 days or fromnon-MOU country sources. Nothing in this notice contradicts otherrestrictions, identified in the synopsis notice or solicitation,regarding eligible sources (e.g., if this is a small-business set-aside,foreign sources may not participate as potential prime contractors butcould, if otherwise eligible, participate as subcontractors). Foreignowned firms are advised to contact the contracting officer or programmanager before submitting a proposal to determine whether there arerestrictions on receiving an award. First Article: Government First Article Testing Surplus: However, Government New and Unused surplus is acceptable for this partwith the evaluation criteria of part number and manufacture verificationas well as prior Government ownership.
