- This notice constitutes a Request for Information/Comment only, THIS IS NOT A SOLICITATION; no award will be made for this effort at this time. The Joint Program Office Mine Resistant Ambush Protected (JPO MRAP Office) is conducting this Request for Information (RFI) to determine potential capabilities for implementing an injury mitigation material into the MRAP Family of Vehicles turret region. The goal is to provide improved survivability and comfort to a gunner during vehicle missions. An injury mitigation material system is required to eliminate incapacitating head and upper body blunt trauma injuries suffered by turret gunners. This RFI requests industry to provide information on approaches and best practices for accomplishing the previously stated capability needs. Specifically, methods to provide for reduced accelerative and blunt trauma injuries while simultaneously avoiding introduction of new injury hazards to the vehicle gunners are required. The Injury mitigation material systems must be capable of operating in rain, snow, hail, ice, fog, dust, sand, high humidity, and solar radiation environments with temperatures ranging from -25 F to +130 F. Injury mitigation material systems will be limited in thickness due to operational space requirements for the turret area. Systems shall have minimal loss of protection capability after repeated harsh contact from movement of mission equipment (e.g. ammunition, ammunition cans, weapons, water bottles, hand tools, etc) within the turret region. The contractor will be required to provide any currently available test data demonstrating the ability of a proposed injury mitigation material system to eliminate incapacitating head and upper body injuries, as well as any test information regarding durability, toxicity, safety, performance, and any other applicable test data. The contractor will be required to provide two 8 by 8 samples of the system for government testing along with the RFI response. The contractor will be required to provide production capability data in order to support rapid fielding. The Government wants to determine the minimum number of turret mounted injury mitigation material systems that can be delivered in kits and the minimum required lead time to produce the kits. The government team is specifically seeking industry input on the following topics: Reduction in accelerative and blunt trauma upper body and head injuries to a standing or seated turret gunner. Responses addressing the previously stated topics will be considered. Respondents to this RFI should provide technical information and Rough Order of Magnitude pricing information for systems and/or products that will meet the requirements stated above and information regarding the availability.
