- The USACE Marine Design Center, through the Philadelphia District intends to initiate a Request for Quote (RFQ) procurement for material and services required to upgrade HVAC systems aboard Service Barge 101, operated by the Pittsburgh, PA District. The project will improve the onboard habitability conditions, reduce operating and maintenance costs, and replace 25-year old HVAC equipment components whose useful lives are over. The Contractor shall procure and install a boiler, two large air handlers and condensers, new thermostatic controls and exhaust fans to provide a complete and functioning HVAC system. Upon satisfactory completion of the installation the Contractor shall operationally test the performance of the new equipment. All work will be performed with the vessel docked at a local mooring in Pittsburgh, PA. The quotations will be evaluated on their merit against the evaluation factors listed below in descending order of importance. 1. Product 2. Installation and Schedule 3. Past Experience 4. Price RFQ No. W912BU-11-T-0057 will be available on or about 13 Sep 2011. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the issue date. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. Quotes will be due on, or about, 04 Oct 2011. The NAICS code is 238220 and the size standard is $14.0 Millions. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the following internet website: http://www.ccr.gov. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
