Description
(i) This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) Request for Quote (RFQ) FA4897-11-Q-0033 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53and through Department of Defense Acquisition Regulation Change Notice 20110927. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." Salient Characteristics: Power Unit: The power unit will consist of a hydraulic radial piston pump which conveys the fluid from the reservoir and builds up the pressure. The distribution of the fluid is controlled by two mounted valves. The power unit reservoir is driven by an engine with both a low pressure and a high pressure circuit. The engine is to be driven by an internal 4 stroke/cycle gasoline combustion engine. It should have electronic ignition for ease of starting and low maintenance requirements. The muffler should have a spark arrestor to limit ignition source. The hydraulic pump is to be a two-stage radial piston pump. The two-flow pumps used are equipped with two pressure cycles per pump capacity. The unit is equipped with a simultaneous operation control valve block which provides two (2) individual oil flows to each individual two pressure circuit allowing the connection of up to two (2) tools. The individual circuit lines can be operated simultaneously and will be able to obtain full pressure and flow without interrupting or decreasing the performance of the other circuits. The unit is to be equipped with two (2) Streamline mono-coupling connections. The Streamline mono-couplings shall be made of machined aluminum and hardened steel. The mono-coupling system shall have an interlocking push-twist positive sleeve locking capability allowing the twin hose to be connected into a single coupling for safe and quick connection of hydraulic hoses. The motor will be protected by a heavy-duty tubular steel roll cage; it must surround both the engine and reservoir. The power unit is to have anti-vibration isolators to limit unwanted movement. The power unit shall be no longer than 18.50 in (470 mm) or wider than 12.20 in (310 mm) or higher than 17.52 in (445 mm). The tool shall be able to tolerate an ambient temperature range of -4ºF (-20ºC) up to +131ºF (+55ºC). The power unit shall not weigh more than 57.3 lbs (26 kg) including oil. The tool shall be certified as compliant with NFPA 1936; 2005 Edition and shall be labeled as such bearing the mark of the testing agency Spreaders: The tool is a designed hydraulically activated piston with two equal, opposite spreader arms that are symmetrically opened by mechanical joints, thereby spreading objects. Closing the spreader arms is also carried out hydraulically and mechanically by reverse order of the piston. The body of the tool shall be made of anti-corrosive light aluminum alloy for its lightweight, strength and long life. The spreading force shall be up to 57,500 lbft. (256 kN) measured at the base. The tip insertion for spreading applications will be no less than.65 in (17 mm). The tool shall produce a maximum spreading force of 13,714 lbf (61 kN) and a minimum spreading force of 10,342 lbf (46 kN) measured 0.98 in. (25mm) from the tips. According to NFPA testing standards the HSF test point produced 11,915 lbf (53 kN); the LSF test point produced 8,768 lbf (39 kN). To maximize the capability of the spreader the unit should include an optional chain and shackle package for pulling operations; this should not require the removal of the tips for attachment. The tool shall produce a maximum pulling force of up to 9,442 lbf (42 kN) and a minimum pulling force 6,745 lbf (30 kN) measured at the shackle holes. According to NFPA testing standards the HPF test point produced 6,857 lbf (30.5 kN), the LPF test point produced 5,171 lbf (23 kN). The tool shall produce a pulling distance of 22.64 in (575 mm). The tips are patented multifunctional tips that can be used for spreading, peeling, squeezing and pulling without the need to be changed. The tips are to be serrated and made from investment cast heat-treated steel. The tool will be able to peel up to 0.16 in (4 mm) of steel plate with a maximum possible peeling length of 20.47 in (520 mm). The arms of the tool should be made of aluminum alloy and attach via removable links for ease of repair, efficient power transmission and smooth operation. The pivot points of the arms shall have a rubber booted hand guard for safety purposes. To maximize the squeezing capability of the spreader the unit should include an optional squeezing attachment set. Use of the squeezing device enables squeezing closer to the spreader arm pivot point resulting in a higher squeezing force of up to 27,427 lbf (122kN). The tool is suitable for underwater use at a depth of up to 131 ft. (40 m). The control mechanism shall feature a star-grip control actuator for ease of operation by allowing 360 º operations in any position. The mechanism shall be separate and independent from the rear handle to provide added control in close-quarter operation. The tool must provide a non-interflow shear seal "dead man" actuator, whereby the unit stops functioning when thumb pressure is released. The tool shall have two handles. One located at the center of the tool and the other located below the control mechanism. The center crossbar handle allows easy ergonomic manipulation from the center or either side. The tool shall have two 20 in (0.5 m) connection hoses consisting of steel reinforced nylon thermoplastic covered tube hoses with a safety factor of 4:1 burst pressure rating of no less than 40,000 psi (2800 bar), equipped with plastic bend restrictors to prevent kinking and Streamline mono-coupling with dust cap. The tool shall be equipped with a Streamline mono-coupling made of machined aluminum and hardened steel. The mono-coupling system shall have an interlocking capability allowing twin line hose to be connected into a single coupling for safe and quick connection of hydraulic hoses. The tool can be coupled under pressure provided the equipment is not activated. The tool will be equipped with a dual pilot check valve. This is to prevent accidental movement of the arms in the event of power loss. The tool shall be protected by a pressure relief valve that prevents it from being over pressurized. The tool dimensions without connection hoses shall not be any longer than 31.10 in (790 mm), wider than 11.81 in (300 mm) or higher than 7.09 in (180 mm). The maximum operating pressure to the tool will be 10,153 psi (70 MPa) (700 bar). The tool shall be able to tolerate an ambient temperature range of -4ºF (-20ºC) up to +131ºF (+55ºC). The tool must be NFPA 1936; 2005 Edition certified and shall be labeled as such bearing the mark of the testing agency. The tool will not weigh more than 44.3 lbs (20.1 kg) including oil. Cutters: The tool is a designed hydraulically activated piston with two equal, opposite blade arms that are symmetrically opened/closed by mechanical joints for the purpose of cutting. The body of the tool shall be made of anti-corrosive light aluminium alloy for its lightweight, strength and long life. The cutter will be of a unique blade geometry with a slightly curved blade design for pulling the debris away and to the center with a long cutting edge providing maximum cutting performance. The blades shall be made of investment cast dropped-forged steel which has a glass-pearl blasted finish and are regrind able. The blades of the tool should be attached to the piston rod via removable links for ease of repair, efficient power transmission and smooth operation. The pivot points of the blades shall have a rubber booted hand guard for safety purposes. Cutting performance of the tool shall be able to cut up to 1.46 inch (37 mm) diameter round stock steel. The tool shall have two (2) handles. One located at the center of the tool and the other located below the control mechanism. The control mechanism shall feature a star-grip control for ease of operation. The mechanism shall be separate and independent from the rear handle to provide added control in close-quarter operations. The opening and closing positions are clearly marked. The tool must provide a non-interflow shear seal "dead man" actuator, whereby the unit stop functioning when hand pressure is released. During cutting operations, the gap between the blade tips (in the crosswise direction) may not exceed 0.20 in (5 mm). The tool shall be equipped with a dual pilot check valve to prevent accidental movement of the blades in the event of power loss. The tool is suitable for underwater use at a depth of up to 131 ft (40m). The tool shall have two (2) 20 in. (0.5 m) connection hoses consisting of steel reinforced nylon thermoplastic covered tube hoses with a safety factor of 4:1 burst pressure rating of no less than 40,000 psi (2800 bar), equipped with plastic bend restrictors to prevent kinking and Streamline mono-coupling with dust cap. The tool shall be equipped with a Streamline mono-coupling made of machined aluminium and hardened steel. The mono-coupling system shall have an interlocking capability allowing twin hose to be connected into a single coupling for safe and quick connection of hydraulic hoses. The tool can be coupled under pressure provided the equipment in not activated. The tool dimensions without connection hoses shall not be any longer than 30.39 in (772 mm) or wider than 9.65 in (245 mm) or higher than 6.50 in (165 mm). The tool shall be protected by a pressure relief valve that prevents it from being over pressurized. The tool shall be able to tolerate an ambient temperature range of -4ºF (-20ºC) up to +131ºF (+55ºC). The tool must be NFPA 1936; 2005 Edition certified and shall be labelled as such bearing the mark of the testing agency. Cutting classification A8/B9/C7/D8/E9. The tool will not weigh more than 42.2 lbs (19.2 kg) including oil. Combi-Tool: The tool is a designed hydraulically activated piston with two equal, opposite blade arms that are symmetrically opened/closed by mechanical joints, thereby spreading, squeezing, pulling or cutting objects. The body of the tool shall be made of anti-corrosive light aluminum alloy for its lightweight, strength and long life. The spreading force shall be up to 25,853 lbf. (115 kN). The tip insertion for spreading applications will be no less than.65 in (17 mm). The tool shall produce pulling forces up to 10,228 lbf (45.5 kN) measured at the shackle holes using a Chain Set with Clevis lock and hook. The tool shall produce cutting forces up to 85,427 lbf (380 kN) measured at the rear end of the cutting surface and will be able to cut 1.1 in (28 mm) diameter round stock steel material. During cutting operations, the gap between the blade tips (in the crosswise direction) may not exceed 0.12 in (3 mm). The blades of the tool shall be of a straight serrated edge design for maximum cutting performance. The blades shall have integral tips for spreading applications. The blades of the tool shall contain shackle holes for pulling applications. The blades of the tool should be attached to the piston rod via removable links, for ease of repair, efficient power transmission and smooth operation. The blades shall be made of investment cast dropped-forged steel glass pearl blasted for long-life and quality. The blades are regrind able. The pivot points of the blades shall have a rubber booted hand guard for safety purposes. The control mechanism shall feature a star-grip control for ease of operation by allowing 360 º operations in any position. The mechanism shall be separate and independent from the rear handle to provide added control in close-quarter operation. The tool shall be protected by a pressure relief valve that prevents it from being over pressurized. The tool shall be able to tolerate an ambient temperature range of -4ºF (-20ºC) up to +131ºF (+55ºC). The tool must be compliant with NFPA 1936; 2005 Edition and shall be labeled as such bearing the mark of the testing agency. Cutting classification A6/B7/C7/D7/E7. Rams: The rescue ram is a double-acting hydraulic cylinder. Extension and retraction is carried out hydraulically. The tool cylinder shall be made of anti-corrosive light aluminum alloy for its lightweight, strength and long life. The rescue ram is a one-stage cylinder for applying pressure with a constant pressure force along the entire stroke. The ram shall extend to a distance of up to 29.53, in (750 mm), 46.5 in (1180 mm), 41.54 in (1055 mm), 49.4 in (1255 mm) respectively. The retracted length is to be no less than 17.72 in (450mm), 26.8 in (680mm), 18.90 in (480mm), 21.65 in (550mm) respectively. For ease of operation and high tensile strength there shall be a limit of one solid steel rod per tool. The tool shall include heat-treated, investment-cast steel ram claw feet on the piston side and on the cylinder side for durable gripping and minimizing slippage. The tool shall have a dual pilot check valve to prevent accidental movement of the piston rod in the event of power loss. The control mechanism shall feature a star-grip control for ease of operation by allowing 360º operation in any position. The mechanism shall be separate and independent from the handle to provide added control in close-quarter operation. The tool must provide a "dead man" actuator whereby the unit stops functioning when hand pressure is released. The extend piston and retract piston are clearly marked. To maximize the ram capability the unit should include an optional Ram Support, Ram Attachment set and/or Extension thus allowing increased versatility.. The tool is to have two (2) 20 in (0.5 m) connection hoses consisting of steel reinforced nylon thermoplastic covered tube hoses with a safety factor of 4:1 burst pressure rating of no less than 40,000 psi (2800 bar), equipped with plastic bend restrictors to prevent kinking and Streamline mono-coupling with dust cap. The tool is suitable for underwater use at a depth of up to 131 ft. (40 m). The tool shall be equipped with a Streamline mono-coupling made of machined aluminum and hardened steel. The mono-coupling system shall have an interlocking capability allowing twin hose to be connected into a single coupling for same and quick connection of hydraulic hoses. The tool can be coupled under pressure provided the equipment in not activated.. The tool dimensions without connection hoses shall not be any wider than 3.39 in (86 mm) or higher than 6.85 in (174mm). The tool shall be protected by a pressure relief valve that prevents it from being over pressurized. The tool shall be able to tolerate an ambient temperature range of -4ºF (-20ºC) up to +131ºF (+55ºC).. The tool must be NFPA 1936; 2005 Edition certified and shall be labeled as such bearing the mark of the testing agency. The tool will not weigh more than 28.9 lbs (13.1 kg), 39 lbs (17.7 kg), 37.3 lbs (16.9 kg), 41.7 lbs (18.9 kg) respectively including oil. Hoses: The Streamline mono-coupling hose for one touch connection for increased speed in connection of tools, power units and/or hose reels outfitted with Streamline mono-couplings can be performed easily, efficiently and safely. The hose shall be a steel reinforced nylon tube with thermoplastic covering. The hose shall be stamped with the maximum allowable pressure and month/year of production and bear the name of the manufacturer on the hose end fitting. The hose must be replaced 10 years from date of manufacture. The hose shall have a minimum rated 4:1 safety ratio with a burst rating of no less than 40,000 psi (2800 bar). The hose shall be equipped with bend restrictors at both ends to prevent kinking. The hose shall be furnished with Streamline mono-couplings made of machined aluminum and hardened steel. The mono-coupling system shall have an interlocking push-twist positive sleeve locking capability allowing twin hose to be connected into a single coupling for safe and quick connection of hydraulic hoses. The mono-coupling should include dust protection caps. The mono-coupling system allows the inspection of both the pressure and return lines at all times. The mono-coupling system allows for connection of equipment under pressure provided the connected equipment is not activated. The mono-coupling system easily rotates 360º. The hose shall be thermoplastic coated to prevent abrasion. The hose must be luminescent coloring to facilitate working in low light conditions. The hose connection from the power source to the tool should not exceed 100 ft (30 m) to maximize performance. The hose temperature resistance shall not be less than -40ºF (-40ºC) and shall not exceed +212ºF (+100ºC). The bending radius shall not exceed 1.5 in (38 mm). The operating pressure to the hose will be 10,153 psi (70 MPa) (vii) FOB-Destination for delivery to: Tracy Dehart, 355 Alpine St. Bdlg 206, Mountain Home, ID 83648. Delivery NLT 60 days ARO. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (viii) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and salient characteristics.
