- The Social Security Administration (SSA) intents to negotiate on a sole source basis with KRP Data Systems, PO Box 504, Roseburg, OR 97470, under the authority of FAR 13.106-1, "Soliciting from a single source." SSA requires the software iCop, a web based investigative software needed for the criminal investigative staff. The software is a browser-based application that requires no resident software and must provide secure access to NCIC, motor vehicle, State, and federal databases. KRP Data Systems is the only vendor identified which has a web-based application (iCop)with the ability to access data from local, state and federal databases - including access to criminal and motor vehicle databases on the state level, and National Criminal Information Center (NCIC) Interstate Identification Index (III) criminal history queries. SSA is not conducting this procurement as a competitive acquisition. To be best of the Government's knowledge, only KRP Data Systems can fulfill this need. Written responses shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that feel they can provide the requirement may respond by submitting their capability statement via email to aminta.freeman@ssa.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not constitute a solicitation for offers. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intent to pay for information received. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, SSA will proceed with sole source negotiations. All questions and submissions in response to this notice must be submitted in writing to the email address listed above. Telephone calls regarding this matter will not be accepted, nor will they be returned.
