Description: M303 Blasting Demolition Kit The U.S. Army Contracting Command- Picatinny Contracting Center on behalf of the Project Manager for Close Combat Systems, Picatinny, NJ 07806-5000 is conducting a Market Survey to identify potential sources that have developed and can manufacture initial full kits and replenishment items for the M303 Blasting Demolition Kit. Responses to this Market Survey/Sources Sought shall include capabilities to provide supplies and services to plan, manage, and execute engineering, manufacturing and technical support tasks that will be necessary for the full kits and replenishment items for the M303 Blasting Demolition Kit. Potential sources shall also include their capabilities to procure, fabricate, load, assemble, pack, inspect/test, and deliver demolition kit hardware. Past experience with the M303 program and other similar programs is requested to assess a potential sources ability to provide deliverable end items in accordance with a Statement of Work (SOW), US Army engineering drawings, detailed specification(s), Special Packaging Instructions (SPI), and Contract Data Requirements List (CDRL). In addition, past experience with engineering tasks such as tolerance studies, materials studies, submission of Engineering Change Proposals (ECPs), and Requests for Deviation (RFD) for the M303 and other similar programs is requested. The M303 Blasting Demolition Kit hardware consists of 21 different items from a combination of commercial off-the-shelf items, modified commercial off-the-shelf items, and unique demolition kit fabricated items. Items include four sizes of Explosively Formed Penetrators (EFP), fence piercing EFPs, multiple fragmenting EFPs, four sizes of linear shaped charge (LSC) containers, three sizes of conical cavity charge containers, two sizes of magnets, telescoping support poles, tripods, elastic cable, special mounting brackets, cable ties, priming adapters, special purpose tape, two sizes of bar and cable cutters, and graphic training aids. Government owned drawings for the M303 Blasting Demolition Kits unique items are marked Distribution D, with distribution authorized to the Department of Defense and U.S. DoD contractors only. In addition, the M303 Blasting Demolition Kit contains items whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This is being provided for informational purposes only and no drawings will be provided as part of this Sources Sought. Interested parties that believe they can meet the above requirements shall provide their capabilities. Responses shall include at a minimum: (a) name of company including contact persons name, company address, telephone numbers (voice and fax) and e-mail address and (b) company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc). This is a market survey and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government. All information is to be submitted at no cost to the Government. The Government will utilize the information provided for planning purposes only related to the M303 Blasting Demolition Kit program. This Sources Sought is not to be construed as a commitment by the U.S. Government. If a formal solicitation is generated at a later date; a solicitation notice will be published. No award will be made as a result of this Sources Sought. All information submitted will be held in a confidential status. The Government is not obligated to notify respondents of the results of this survey.
