- This is a notification that the Mission and Installation Contracting Command, MCO - FORT LEAVENWORTH, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements' to ESI Acquisition, INC, 823 Broad Street, Augusta, GA 30901. This purchase is for WebEOC Board Building Services. The basis for restricting competition is that ESI Acquisition, INC is the only source that can perform the required work under the current WebEOC system. The Directorate of Plans, Training and Mobilization (DPTM) hosts and maintains servers for WebEOC from ESI for Emergency Management and Force Protection purposes to provide a common operating picture as a command, control and communications tool. The award shall consist of the following: Contractor shall expand, simplify and optimize the common use of WebEOC by building (programming) approximately 20 new boards while integrating WebMapper. Additionally, ESI shall build new 'Battle Update Brief' (BUB) boards to meet the data entry and display requirements within WEBEOC. This programming includes the use of cross building display boards from parts of the database that has been input from other Directorates or Emergency Teams. This notice of intent is not a request for competitive proposals; however, all responses received within 7 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to ESI Acquisition, INC. The NAICS Code is 541511, size standard $25 million. There is no solicitation package available.
