This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quotes (RFQ) against solicitation number F3RT121215A001 for commercial items. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43 effective 2 Aug 2010. (iv) This proposed acquisition is 100% Small Business Set-Aside. (v) The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): CLIN 0001: 12U 24"D Portable Rack Mount Case. Features two sets of 19" rack rails mounted on shock mounts, gasketed water resistant front and rear hinged swing-out lids with keylocked latches, removable casters, rubber overmolded spring-loaded handles, and a pressure equalization value. Rails are taped 10-32. OD: 26.575"W X 36.0"D X 30.45"H (35.13"H with casters), with lids 4.5"D (Each) (QTY 6) Description: Part# - RE3SKB-R912U24 CLIN 0002: 2U Rack Drawer, 15.825"W X 14.5"D with keylock, no-slip drawer mat, and rear cable gland grommet. Black textured finish. (QTY 7) Description: Part# - TD2LK CLIN 0003: 3U Black Steel Anodized Aluminum 19" Rackmount fan panel with 2-50 CFM fans and grills. The contractor shall furnish all labor, parts materials, equipment, and transportation necessary to deliver products. (vii) The Government will perform an inspection and the acceptance at Schriever AFB upon delivery. FOB point shall be Destination. All FOB destination charges must be included in quoted prices. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-1 is supplemented per following addenda: Contractor shall submit their quotation on company letterhead stationary, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, unit price, and overall total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price, any discount terms, cage code, DUNS number, size of business, acknowledgement of solicitation Amendments. (ix)Provision at 52.212-2, Evaluation -- Commercial Items shall be used. The Evaluation as Commercial Items applies to this acquisition and that the Government will award a contract resulting from this solicitation to the responsive responsible quoter whose technically acceptable quote conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes.
