COORDINATION DOCUMENT Contracting Activity: 22 CONS/LGCA Purchase Request Number: F2Z3S51230A001 Project Name: Computerized Mat Cutter Actual Cost: $******** Authority: The test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996 Technical Representative: _____________________________ ____________ __________ TERESA EFTINK, 22 FSS/FSCT Date Signed DSN: 759-4084 Contracting Officer: _____________________________ ________ __________ ROSA KRAUSS, 22 CONS/LGCA Date Signed DSN: 743-4525 Competition Advocate: ¬¬¬¬¬¬ _____________________________________ __________ DENNIS FRY, 22 CONS/LGCA Date Signed DSN: 743-4503 SOLE SOURCE JUSTIFICATION I. CONTRACTING ORGANIZATION: United States Air Force 22 CONS/LGCA Contracting Officer: Rosa Krauss, DSN 743-4525 53384 Kansas Street Bldg 840, St 108 McConnell AFB, Kansas 67221 Purchase Request: F2Z3S51230A001 II. DESCRIPTION OF THIS ACTION: A. Upon approval to use other than full and open competition procedures, 22 CONS will issue a new contract to procure a Computerized Mat Cutter on a sole source basis to Wizard International, Inc. B. Contemplated Contract Type: This is a Purchase Order contract, utilizing a Firm-Fixed-Price (FFP) pricing arrangement. III. DESCRIPTION OF SUPPLIES AND SERVICES: A. Narrative Description: We previously purchased a Wizard Computerized Mat Cutter which was procured in 1997, and have developed a library of designs and files. The item to be procured is a Wizard CMC 9000 to include equipment and warranty. We own over 1,500 designs that are proprietary information that cannot integrate with another system. B. The cost of all equipment to include the warranty is $******. The appropriation code is 3400. IV. STATUTORY AUTHORITY: The test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) V. APPLICABILITY OF AUTHORITY: A. Arts & Crafts Center frame shop had previously purchased a Wizard brand Computerized Mat Cutting System under the NAF, NPA system and used it since 1997. The entire framing operation/customer-saved art library is built around the Wizard's proprietary technology. Our library that took years to build is now at approximately 1,500 designs. Each design takes approximately 1.5 man hours to create, so for all of these it took approximately 2,750 hours, at a rate of $11.70/hr which cost approximately $32,175.00. It is not anticipated that this amount will be returned in cost savings. Wizard was contacted about whether they had authorized dealers of this product, and we discovered that they don't distribute, so Wizard International, Inc. is the only distributor of their product. VI. EFFORTS TO OBTAIN COMPETITION: This sole source justification will be posted on http://www.FedBizzOpps.gov to satisfy the requirements of FAR 5.102(a) which state the contracting officer must make available through the GPE solicitations synopsized through the GPE, including specifications, technical data, and other pertinent information determined necessary by the contracting officer. VII. FAIR AND REASONABLE COSTS: The cost of this acquisition will be fair and reasonable. Actions anticipated to ensure reasonableness of the price will be accomplished with procedures and criteria contained in FAR 13.106-3 - Award and Documentation. The AMC Form 784 for Small Purchase Pricing Memorandum will be used, as appropriate. Detailed documentation and justification of price reasonableness will be disclosed in the official AMC Form 784. VIII. MARKET RESEARCH: Market research revealed that there are several similar computerized mat cutters on the open market, however, due to the proprietary information that exists in our current system that is to be transferred to the new piece of equipment, competition must be restricted on a sole source basis to Wizard International, Inc. There are no authorized dealers of Wizard International, Inc equipment, so competition isn't possible, unless it is discovered that another item can meet or exceed our requirements and specifications. IX. OTHER FACTORS: None. X. INTERESTED SOURCES: None. XI. STEPS TO FOSTER COMPETITION: The government does not have sufficient data or data rights in the data that can be provided to allow for competition of this requirement. If the buyer discovers information to the contrary, it will be listed in the contract file. XII. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer's signature on the coordination document evidences that they have determined this document to be both accurate and complete to the best of their knowledge.
