- General Information Document Type: Sources Sought Notice Solicitation Number: AMD-11-SS22 Title: Refurbishment of custom-designed Oxford Instruments superconducting magnet / dilution refrigerator Classification Code: 66 -- Instruments & laboratory equipment NAICS Code: 334516 Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing refurbishment of a custom-designed Oxford Instruments superconducting magnet / dilution refrigerator in NIST's Center for Neutron Research. The Center for Neutron Research at NIST owns a custom-designed Oxford Instruments superconducting magnet / dilution refrigerator system which was purchased in 2002. It is an integral system consisting of a cryostat, dilution refrigerator, and superconducting magnet. Due to numerous failing and damaged components (including oil contamination of the automatic gas handling system, failure of needle valves in the cryostat, damage to the attachment point of the drive motor, a worn sample mount and loading probe, and problems with the superconducting magnet power supply) a total refurbishment of the system is necessary. In its current state, the system has become unreliable, which has severely limited the use of the system and has caused significant disruption to planned experiments. The refurbishment will consist of replacement of core, application specific components for the system that have degraded and become contaminated in the years since the system was originally delivered. The overall complexity of this custom-designed Oxford Instruments superconducting magnet / dilution refrigerator system necessitates an extremely detailed and intricate knowledge of the system and its components in order to effectively refurbish the instrument and restore it to OEM specifications. In addition, interested vendors must have access to the custom made and/or proprietary components required to effect this refurbishment. After results of this market research are obtained and analyzed and specifications are developed for the refurbishment of the custom-designed Oxford Instruments superconducting magnet / dilution refrigerator, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. Please include a description of access to the OEM components, all necessary equipment, and training and experience to effect this refurbishment. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies capable of refurbishing of a custom-designed Oxford Instruments superconducting magnet / dilution refrigerator are requested to email a detailed report describing their abilities to paula.wilkison@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that provides the refurbishment services for which specifications are provided. 2. Name of company(ies) that are authorized to provide the service, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such services. 4. Indication of whether each service for which specifications are sent to paula.wilkison@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
