Description
The Contracting Department, Naval Medical Center San Diego (NMCSD), San Diego, CA, 92134 intends to negotiate a Firm Fixed Price contract, utilizing procedures under FAR Part 13, for Commercial Items, for fiber optic blades, handles, and charger. The requirement calls for delivery within 14 days of contract award. A complete RFQ package (N00259-11-T-0544) will be available on or around September 7, 2011 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 339112. The attached solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-53. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Contractors that are not registered in the CCR database may be given time to register if the requiring activity allows for a delay. However, if the needs of the requiring activity do not allow for a delay, the next otherwise successful registered offeror shall be granted the award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. ALL MANUFACTURES OF LARYNGOSCOPE BLADES/HANDLES/CHARGERS/ETC. PLACING BIDS FOR NAVAL HOSPITAL CAMP PENDLETON, ANESTHESIA DEPARTMENT CONTRACT, SHALL MEET ALL OF THE FOLLOWING REQUIREMENTS: Manufacturer SHALL provide a MINIMUM/NOT LESS THAN, a 5 Year Warranty on fiber optic bundle light transmission. Laryngoscope Blades SHALL have a MINIMUM/NOT LESS THAN a 5 year warranty on the Fiber Optic bundles. 4000 standard autoclave cycles of 134 ° C/5 min. with more than 1000 lux. Manufacture SHALL provide a 5 year performance guarantee of the fiber optic bundle, guarantee that the light output of the Laryngoscope Blades will NOT fall below 100 lum/cd-m2. Manufacturer SHALL verify that each Fiber Optic strand is temperature resistant up to 356 degrees Fahrenheit. Manufacturer SHALL verify that each MAC blade has 6500 fiber optic strands and each Miller blade has 2200 fiber optic strands. All Laryngoscope Blades SHALL be compatible with all handles to the ISO 7376 (Green Standard). All Laryngoscope Blades SHALL have the capability of sterilization WITHOUT disassembly. All Laryngoscope Blades SHALL be 304 Stainless Steel. Laryngoscopes Blades SHALL NOT have connecting screws (potential to get lost), No external light pathways to get wrong and No tricky openings or crevices to get dirty “ a major contribution to eliminating cross infection. The Laryngoscope Blades SHALL be maintenance free, require no maintenance by user “ ever. Manufacturer SHALL provide the option of purchasing Laryngoscope Handles with the capability of utilizing 2.5 V Batteries, rechargeable 3.5 V NiMH or Lithium Batteries with an associated portable base charger. Manufacturer SHALL provide the option to purchase Laryngoscope Handles with LED illumination. Working life of the LED will/must be a minimum of 50,000 hours. Manufacturer SHALL provide option to purchase Laryngoscope Handles with LED illumination capable of a MINIMUM of 2 hours working time. Manufacturer SHALL have available a base charger for Rechargeable Handle System that can charge a Rechargeable Laryngoscope Handle with a visual indicator for charging and full charge. Manufacturer SHALL provide option to purchase Laryngoscope Handles with a Charge Status Display on the Laryngoscope Handle. Manufacturer SHALL provide option to purchase Laryngoscope Handles with Xenon Halogen bulbs. Manufacturer SHALL provide option for a base charging system that is capable of charging all Rechargeable Laryngoscope Handles with or without an adaptor for the various Laryngoscope Handles. Manufacturer SHALL provide written warranty statement that 2.5 v and 3.5v Xenon Halogen Laryngoscope Handles, including all components: Outer Sheath, Inner Sheath, Bulb, Alkaline Battery/Rechargeable Battery, and all Green ISO marking elements can and are approved for Sterrad ® Sterilizers (including Sterrad ® NX). Manufacturer SHALL provide written warranty statement that Laryngoscope Blades and only the Outer Shield of the Laryngoscope Handle can be processed with Steam Sterilization (134 °C/5 minutes). Manufacturer SHALL verify that the material used to seal the fiber optic bundles is temperature resistant up to 393 degrees Fahrenheit. Manufacturer SHALL provide a lifetime warranty against defects in manufacturing. Manufacturer SHALL verify in writing Laryngoscope Blades on average, last 10 years. Manufacturer SHALL have local representation through either the Manufacturer Representative or the Distributor Representative.
