Description
Strategic Activities Fund (SAF) Application Package This is a Special Notice, using the NAICS code 115310 - Support Activities for Forestry. The following NAICS codes may also be applicable: 813312 - Environment, Conservation and Wildlife Organizations and 541712 - Research and Devleopment in the Physical, Engineering, and Life Sciences (except Biotechnology). The United States Government, as represented by a partnership between the United States Agency for International Development (USAID) West Africa and the United States Forest Service International Programs (USFS/IP), seeks to expand the regional Sustainable and Thriving Environments for West African Regional Development Phase III (STEWARD III) Program. STEWARD III is a forest conservation and sustainable livelihoods program focusing on trans-boundary priority zones in the Upper Guinean Forest ecosystem in Guinea, Sierra Leone, Liberia, and Ivory Coast. This Strategic Activities Fund (SAF) invites applications from local non-governmental organizations (NGOs) and community based organizations, public sector institutions, businesses, and international NGOs using innovative and integrated approaches promoting biodiversity conservation, adaptation to or mitigation of climate change, and sustainable livelihoods. Through this SAF, USFS/IP is seeking to provide funding for the expansion of these innovations so that they may be implemented in the STEWARD priority zones in West Africa. USFS/IP may make multiple grants, cooperative agreements, fixed-price contracts, or no awards at all through this SAF. The award size may range from $800,000 to $2,000,000 over a four year program. The actual number of awards made under this SAF is subject to the availability of funds, the interests and requirements of USFS/IP, as well as the viability of applications received. There is a two-stage application process consisting of the submission of an initial concept paper and then, upon invitation by USFS/IP, the submission of a full application. Applications received in response to this SAF will be reviewed after the closing date of first round of Concept Papers, October 5, 2011. Please note the deadlines indicated at the top of the attached cover letter. Any questions concerning this SAF must be submitted in writing via email to Stephanie Otis at srotis@fs.fed.us on or before September 16, 2011; 1700 hrs [EDT]. Issuance of this SAF does not constitute an award commitment on the part of the United States Government, nor does it commit the United States Government to pay for costs incurred in the preparation and submission of an application. In addition, final award(s) of any resultant cooperative agreement or fixed-price contract cannot be made until funds have been fully appropriated, allocated, and committed through internal USFS/IP procedures. While it is anticipated that these procedures will be successfully completed, potential applicants are hereby notified of these requirements and conditions for award. Applications are submitted at the risk of the applicant; should circumstances prevent award, all preparation and submission costs are at the applicant's expense.
