- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This a notice of intent to award a sole-source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Mission Installation Contracting Command at White Sands Missile Range, NM hereby gives notice of its intention to award a sole source purchase order to Excelitas Technologies Illumination, Inc. 44370 Christy Street, Fremont, CA 94538 for 15 Cermax Lamp modules. Each Cermax Lamp module consists of a 2400W capability with F 1.0 krypton gas and spectrum to include lamp, heat sink, and outer cartridge that is assembled into complete lamp modules using Blue 1863 housings. Excelitas Technologies Illumination, Inc. is the proprietary developer and sole source manufacturer of the item. This item is unique built and specialized in its nature that Excelitas Technologies Illumination, Inc. is the sole patent holder and would take a substantial duplication of time and money for another company to offer a compatible product that would meet this specific requirement. This announcement constitutes the only notice. However, the government will review any submittals received in the next five business days after date of publication of this notice. The Government will not be responsible for any cost incurred in preparation of any proposal. All responsible sources may submit a proposal by close of notification date Tuesday, 13 September 2011. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Solicitation documents are not available and telephone requests for information will not be honored.
