- The Federal Bureau of Investigation (FBI) intends to award a one time, fixed price, sole source contract with Four Points Technology LLC, 14900 Conference Center Dr., Suite 100, Chantilly, VA 20151, under Request for Quote (RFQ) E013714. The government intends to solicit and negotiate with one source under the authority of FAR Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1). This notice will be distributed only through the General Services Administrations Federal Business Opportunities (FBO) website, www.fedbizopps.gov. Four Points Technology LLC is to provide HBGary on-site training on Basic Malware analysis using Responder Pro for 10 students in Chantilly, VA. Based on market research utilizing information obtained from industry sources, it has been determined that the FBI's requirement can only be provided Four Points Technology LLC. Four Points Technology LLC, HBGary training is the only training capable of meeting the following requirements: 1) 3-Day hands on course on-site class for 10 students using Responder Pro. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 am, (EST), Monday, September 12, 2011, by email only, to Mr. Jacob Gessel, Contracts Specialist, at Jacob.gessel@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this procurement is solely within the discretion of the Government.
