- This is a Sources Sought Notice. The purpose of this notice is to gain knowledge of potential qualified sources. The NAICS 611519 (Fire Fighter Training Schools) applies to this Sources Sought notice and any subsequent contract vehicle. Responses to this sources sought notice shall not constitute a response to a solicitation, which is not currently available. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to solicit for a contract shall be solely the Government's discretion. This sources sought notice is not to be constructed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive requirements. This Sources Sought Notice is Unclassified. The Department of Army, Theater Contracting Center, 409th Contracting Support Brigade (CSB), is seeking viable sources specializing in accrediting fire fighter training centers as well as provide classes, proctor tests, and issue recognized certification for fire fighter training in accordance with Feuerwehrdienstvorschrift 2 (FwDV 2), OR proof of the individual instructors having Host Nation certified to teach subjects in accordance with FwDV 2 AND certification in accordance with United States standards (either ProBoard, International Fire Service Accreditation Congress (IFSAC), of Department of Defense (DoD). Courses and tests are to be presented in the German language by instructors fluent in both English and German. Student handouts, study books, course outlines, lesson plans and support materials will be provided in German. All question test items (questions and answers) will be bilingual to enable students answering tests in German, while allowing direct correlation to English original question and the NFPA performance objective and/or Job performance requirements (JPR's). The training center is located at Installation Management Command Europe, Ansbach, Germany which will be the place of performance and it is this facility that will require yearly accreditation. To maximize potential opportunity, the Government is seeking input from the business community regarding their interest and capability in performing some or all of the tasks of this planned requirement. The Government requests demonstration of capability by all interested parties through the following means: 1. A brief capability statement. 2. A short concept of operation to include, how IFSAC/Pro Board accreditation is going to be obtained, what test bank will be used and how test questions are translated and compared for compliance with Host Nation safety standards. Interested sources shall state whether they are capable to satisfy the above criteria no later than 15 days from the date of this notice.
