Description
The Contracting Department, Naval Medical Center San Diego (NMCSD), San Diego, CA, 92134 intends to negotiate a Firm Fixed Price contract, utilizing procedures under FAR Part 13, for Commercial Items, for phones and associated devices to integrate with the Jeron nurse call system. The requirement calls for delivery within 30 days of contract award. A complete RFQ package (N00259-11-T-0545) will be available on or around September 7, 2011 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 334210. The attached solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-53. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Contractors that are not registered in the CCR database may be given time to register if the requiring activity allows for a delay. However, if the needs of the requiring activity do not allow for a delay, the next otherwise successful registered offeror shall be granted the award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Proposed System must meet or exceed the following capabilities:.Ability for patient to speak directly with caregiver by pressing their pillow speaker/nurse call control panel..Ability for the caregiver to be alerted when a "fall-risk" patient is attempting to get out of bed. An alarm associated with the bed rail being lowered for example will go to the handset of the assigned caregiver..Ability for the assigned caregiver to be alerted in the event of an emergency associated with a toilet cord pull or code blue call initiated in the patient room.Ability for the caregiver to assign service assignment levels directly from their portable handset, turning the portable handset into a remote console station..Enables the instant notification of patient requests to handsets which permits the mobile nursing staff to initiate and receive both routine and emergency telephone calls from anywhere on-site..Caregivers must have the capabilities to initiate emergency group calls with other staff carrying a handset by pressing the staff assist call button..Receive patient monitoring alarms directly to the caregivers handset.Ability to integrate between the Nurse Call System and Wireless handsets with the Jeron Nurse Call Systems (NCS) and on-site wireless communication systems, wide-area paging carriers, and short messaging service enabled cellular providers..Ability to customize the Web administration interface..Ability to integrate with software to support either TAP or ASCII (i.e. Printer) input interface..The Network appliance hardware should provide the following features:. Embedded processor with no fans or spinning hard disks mean high reliability. Compact flash hard drive. Linux kernel. Scalable, modular design. Low voltage and power consumption. Web browser administration. Real-time clock battery backup. Desktop Messaging
