- The Federal Bureau of Investigation intends to negotiate a sole-source, firm-fixed price contract with L-3 Communications, Victor, NY, under Request for Quote (RFQ) RFQ-C005872. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. L-3 Communications is to provide the following item: one (1) Cheetah ODU, 40W BUC, e800 Modem (P/N 0059-1000-07W). Market Research has determined that the Federal Bureau of Investigation's requirement can only be provided by L-3 Communication because they are the sole supplier of this product. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 12:00 PM, EST, Tuesday, September 13, 2011, via E-mail to the attention of Mr. David L. Marmo, Contracting Officer, at David.Marmo@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 517410. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Part 12. Telephone requests will not be accepted. ***Since the FBI's current satellite terminals are being upgraded, an upgraded outdoor unit (ODU) must be procured in order to stay compatible. The L-3 GCS Cheetah e800 ODU 40 Watt (P/N 0059-1000-07W) is manufactured solely by L-3 and is the only compatible ODU for the Tactical Section's current L-3 GCS Cheetah satellite terminal. All technical specifications can be found by contacting the manufacturer. Any potential offers must provide the government with their specifications/capabilities/data sheet.***
