The Federal Bureau of Investigation intends to negotiate a sole-source, firm-fixed price contract with Rockwell Collins, Duluth, GA, under Request for Quote (RFQ) RFQ-C006418. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Rockwell Collins is to provide the following item: one (1) SWE-DISH FA150K Fly-Away Antenna System with HPA Flightcase 60W. Market Research has determined that the Federal Bureau of Investigation's requirement can only be provided by Rockwell Collins because they are the sole manufacturer and supplier of this product. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 12:00 PM, EST, Tuesday, September 13, 2011, via E-mail to the attention of Mr. David L. Marmo, Contracting Officer, at David.Marmo@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 517410. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Part 12. Telephone requests will not be accepted. ***The FBI already has four of these satellite systems and is in need of one more. This particular model is compatible with the existing equipment. These systems are designed to be ultra-portable which is a mission requirement since there is a need to load the equipment in limited size cargo spaces for transport to an incident site. The system comes in one compact case, rather than a multi-case system. In addition, all current personnel have already received the specialized operator training for these systems. These systems are compatible with the existing equipment Purchasing a brand new system would lead to compatibility issues as well as additional time and money to retrain all operators. All technical specifications can be found by contacting the manufacturer. Any potential offers must provide the government with their specifications/capabilities/data sheet.***
