- This is a Sources Sought Announcement. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and does not serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for costs associated with preparation of their responses. The U.S. Army Contracting Command-Rock Island (ACC-RI) is conducting a Sources Sought Market Survey in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms that have the skills, experience, knowledge, and capabilities required to perform the following potential requirements: Third Party Logistic (3PL) and tracking support services in the Northern Distribution Network (NDN) area of operations (ARO) of Uzbekistan, Tajikistan and the surrounding region. 3PL services in the NDN ARO to include Uzbekistan (Navoi, Galaba, & Termez), Tajikistan (Karamyk & Panji Poyon) and the surrounding region shall require a vendor capable of providing In-Transit Visibility (ITV), cargo movement reporting and submission of daily operational reports, sealing operations (bolt, cable or other), Radio Frequency Identification (RFID)/Container Intrusion Detection Device (CIDD) operations and Integrated Booking System - Container Management Module (IBS-CMM) status updates. Vendor must additionally be able to provide cargo surveys and inspections, United States Transportation Command (TRANSCOM) Universal Service Contract (USC-6) contractor surveillance, regular route updates, intelligence reporting functions, threat assessments and trend/transit time analyses.
