Description
MARKET SURVEY/RFI 7 September 2011 Purpose: This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. This market survey requests information on engineering firms, crane manufacturing companies or component suppliers who have interest in providing competent engineering and design modifications to improve the performance of the 30-ton cranes installed on the submarine tenders USS Frank Cable and USS Emory S. Land based on information provided below. Background: A systems analysis performed on the AS39 and AS40 30-ton crane has determined that for certain load cases, there are crane subsystems of marginal capacity. The analysis also identified areas in which redundant brakes could be added for additional safety. Interested parties should have demonstrable experience with: Marine Crane design Horsepower and Braking calculations Component selection and system integration Vector drive systems Environmental load factors Crane description: The crane has a lattice boom, luffing winch system with wire rope running rigging, and hoisting winch with wire rope running rigging. The crane is kingpost mounted above the 02 Deck level at frame 109 ½ on the ship's centerline. It is designed to handle heavy machinery and repair parts. The crane also handles boats between their stowed position and the water. The crane is also capable of lowering the hooks to the baseline of the tender. The crane consists of a cylindrical casing mounted with anti-friction bearings on affixed vertical cylindrical mast. The casing revolves around the mast through a limited operating range of 326 degrees. The casing carries a structural steel boom, hinge mounted at its base. The boom operates through a vertical arc from the horizontal to the near vertical. The main and the auxiliary load hooks are suspended from the boom by conventional cable and sheaves. The machinery and electrical equipment is housed in a structure attached to and revolving with the casing. The operator's cab is mounted on top of the machinery house between the lower legs of the boom, where the operator has a view of the deck and of operations at all times. All operations and motions required from the crane can be controlled from the cab. The three basic movements of the crane are: (1) Hoisting and lowering of the load hooks. (2) Topping (movement of the boom through a vertical arc), (3) Slewing (swinging or revolving the boom through a horizontal arc. The three movements can be carried on simultaneously, when so desired. However, the main hoist and the auxiliary hoist are interlocked electrically so they cannot be operated simultaneously. When not in use, the crane is stowed and secured on the 02 Level with the boom lowered to a horizontal position (parallel to the 02 Level) parallel to the ship's centerline. PERFORMANCE CAPACITIES OF CRANE: Heavy hoist load 60,000 pounds. Heavy hoist speed 0 to 24 feet per minute. Heavy hoist outreach 120 feet maximum, 31 feet minimum. Light hoist load 8,000 pounds. Light hoist speed 0 to 110 feet per minute. Light hoist outreach 145 feet maximum Rotation unit 0 to 360°/ minute with 60,000 pounds. Topping hoist 0 to 30°/ minute with 60,000 pounds. Design environmental conditions: Wind force: 20 pounds per square foot of projected area of the crane and load. (70 miles per hour or "whole gale" force on the beaufort scale) Sea force: 3-degree list 3-degree roll in 16 seconds + l/2 -degree pitch in 7.5 seconds full period l/2 -degree trim. Please prepare a capabilities statement to address experience with Marine Crane design, Horsepower and Braking calculations, Component selection and system integration, Vector drive systems, and Environmental load factors. The NAICS code is 333923 with a small business size standard of 500 employees. Sources should state whether they are a large, small, 8(a), woman owned, HUBZone, or otherwise classified as a small disadvantaged business in their responses.
