- NASA/GRC has a requirement for the design and fabrication requirements for threenew cylindrical tanks to be used with liquid hydrogen, liquid oxygen and liquid nitrogen.Statement of work is attached.This announcement constitutes the only solicitation, which is issued as a Request forQuotation (RFQ); quotes are being requested and a written solicitation will not beissued. Offers for the requirement described above in the statement of work are due by 4:00pm ESTon September 22, 2011 to NASA Glenn Research Center, mail-stop 60-1, 21000 BrookparkRoad, Cleveland, OH 44135, Attn: Angela Anderson. Offers must include solicitationnumber, FOB Destination to this center, proposed delivery schedule, discount/paymentterms, travel, warranty duration(if applicable), taxpayer identification number(TIN),identification of any special commercial terms, and be signed by an authorized companyrepresentative. Electronic offers may be submitted electronically toAngela.M.Anderson@nasa.gov as well.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than September 16, 2011 4:30pm EST. It is the quoter's responsibility to monitorthis site for the release of amendments (if any). Potential quoters will be responsiblefor downloading their own copy of this notice, the on-line RFQ and amendments (if any).Provisions and clauses in the RFQ are those in effect through FAC 05-01. The NAICS Code and business size standard for this procurement are 332420 and 500employee size respectively. The offeror shall state in their offer their size status forthis procurement. The Government does not intend to acquire a commercial item using FAR Part 12.Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical capability,price, and past performance. The offeror shall provide qualified personnel including ASMEcertified welders, along with any other certifications of the personnel performing therequired work. Offerors shall supply the manufacturing U-1 form. Offerors shall providepast performance within the past three years, name, contact, contact phone number, andcontract value. The offeror shall supply past examples of prior liquid hydrogen tanksmanufactured to ASME code. It is critical that offerors provide adequate detail to allowevaluation of their offer. Proposal Submittal Requirements is attached.Drawings for tanks are attached.NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is KirkSeablom.
