- NASA/GSFC intends to solicit and award a sole source, firm fixed price purchaseorder to IPG Photonics Corporation for the upgrades to the existing laser system which ispart of the ATLAS instrument of the ICESat-2 Project. The purpose of the optical coatingaccelerated life test project is to determine causes of the optical coating deteriorationexposed to the laser light in vacuum in presence of the low vapor partial pressures ofbonding epoxies. Statutory authority for this sole source purchase is 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1(a)(2). The requirement consists of GLP-10- 10WPulsed Green Fiber Laser. Lineraly Polarized Center wavelength, 532nm. Pulse Energy 14microjoules. Pulse rate 50 to 600kHz. 19 rack mountable air cooled housing, 5m fiberfrom driver to head. Beam size 3.5mm; it is expected from the contractor to deliver oneGLP-10 system within 10-12 weeks from the date of award and with 1 year warranty.This announcement constitutes the only synopsis for this requirement; and is issued fornotification purposes only. Any interested organizations should submit their capabilitiesand qualifications to perform the effort in writing, by FAX or E-Mail, to the identifiedpoint of contact no later than 12:30 p.m. EST time on September 19, 2011. Oralcommunications are not acceptable in response to this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not toconduct this procurement on a competitive basis. A determination by the Government not tocompete this proposed effort on a full and open competition basis, based upon responsesto this notice, is solely within the discretion of the government. The Government intends to acquire a commercial item using FAR Part 12.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
