- NASA/JSC has a requirement for CASCADE DISTILLATION SUBSYSTEM (CDS) DEVELOPMENTTASKS.NASA/JSC intends to purchase the items from Honeywell International, Inc. Honeywell, Inc. was the designer and the developer of the CDS technology. Honeywell hasunique and proprietary knowledge and extensive operational experience with the CDS. CDShardware is owned by Honeywell and currently maintained at Honeywell facilities. Specific design information required for the requested tasks resides within Honeywell.Honeywell controls proprietary information critical to the further development of CDStechnology. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Chris Gaspard at christian.c.gaspard@nasa.gov not later than 3:00p.m. Central Daylight Time on September 14, 2011. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed efforton a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
