- This is a notification that the Mission and Installation Contracting Command, Fort Drum, intends to award a sole-source, firm-fixed price contract IAW FAR 13.106-1(b), "Only one responsible source and no other supplies or services will satisfy agency requirements" to Milton Cat of Syracuse NY. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310, with a small business size standard of $7.0M. The Government requires that a U.S. Marine model 988B Rough Terrain Container Hauler (RTCH) mast (5R6562) be retrofitted to the OEM specifications of an Army mast (2Q7594) for a 988F RTCH at Fort Drum. The mast and mast cylinder must be transported to the contractor's facility and "remanufactured". Milton Cat of Syracuse NY is the closest authorized CATERPILLAR dealer to Fort Drum and has been released the original proprietary blueprints for the Army mast in order to reduce the size of the mast and retrofit it to the original specifications. When complete all Army specific parts will work on the mast and the mast will have a Caterpillar 6 month warranty. The resultant contract will be a firm fixed price contract. Fiscal Year (FY) 2011 Operational and Maintenance (OMA) funds will be utilized. The anticipated period of performance is 27 September 2011 through 01 December 2011 This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
