- This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. This notice is provided for informational purposes only. This is a follow-on requirement for the continued provision of highly specialized services. Contract No. W912CN-11-P-0298 is for the purchase of Trans-Receivers and corresponding parts for the receivers. Purchase is for an upgrade to an existing Monaco System. Monaco's sytem is highly specialized and no other system is compatible with the pre-existing Monaco D-21 Central Reporting Reporting Sytem. Purchase is made in accordance with FAR Part 8.405-6(a)(1)(B), Unique and highly Specialized against Monaco's GSA Contract Number GS-07F-0422K.
