- Statement of Objectives (SOO) DESCRIPTION: REQUEST FOR INFORMATION (RFI) / SOURCE SOUGHT NOTICE FOR SCHEDULED DAILY BUS SERVICE BETWEEN TINKER AFB OKLAHOMA AND SURROUNDING AREA. The purpose of this RFI / source sought is to gain information about qualified industry sources able to provide daily scheduled bus service for Tinker AFB employees' domicile to duty transportation. Tinker AFB personnel have expressed interest in subject passenger transportation services during a survey of the base population. All requirements listed below are mandatory unless otherwise noted. This RFI / Sources Sought Notice is not a request for proposal and in no way obligates the Government to establish a relationship with any business entity. This RFI / sources sought notice contains currently available information. This information is subject to change at any time. REQUIREMENTS: Contractor must provide mass transit service capable of delivering Tinker AFB employees to on-base destinations within a two-hour window encompassing the passengers' start of duty day. The service must also pick up employees within a two-hour window with consideration for the passengers' end of duty day. The service must operate Monday through Friday. The contractor shall collect fees directly from passengers using a schedule and method of payment of the contractor's choosing. If the contractor chooses, the contractor may collect and analyze data from Tinker AFB employees as appropriate to determine fees, routes, timetables, and passenger-capacity required. Tinker AFB employees' participation in data collection activities will be voluntary. The contractor may alter fees, routes, timetables, and capacities to achieve greater efficiency or provide greater customer satisfaction. Unauthorized personnel will be removed from the bus prior to base entry. Tinker AFB will not be responsible for stranded passengers and may require the contractor to erect off base shelters for unauthorized personnel removed from the bus prior to base entry. The following minimal requirements shall be met: Only use the truck gate for Tinker AFB entry and exit Only use pre-designated stops on Tinker AFB Perform background checks equivalent to requirements for military and civil service personnel and forward roster of certified bus drivers to Tinker AFB Security Forces Provide signage at off-base stops and remind riders (as they board) of identification requirements to enter Tinker AFB Be aware of Force Protection Conditions Normal, Alpha, Bravo, Charlie, and Delta Security Forces requirement to prevent unauthorized entry into Tinker AFB Not allow unauthorized personnel on the bus or allow unauthorized personnel to enter Tinker AFB Train bus drivers to use authorized duress words to signal Security Forces personnel during emergencies INSTRUCTIONS: To respond to this Notice, the Vendor must provide the following information: •1) General Information about your firm: Company Name, Address, Point of Contact with Telephone and FAX numbers and E-mail address, GSA Schedule Number (if applicable), Cage Code, DUNS Number, Tax ID Number; •2) Description of transportation services which meet the minimum requirements as specified above. Provide a Performance Work Statement (PWS) in response to the attached Statement of Objectives (SOO). •3) At least three (3) past performance references in the last three (3) years that include complete and current information (customer name, project name/contract number, address, point of contact with current phone number and email) for work performed similar to the requirements specified above. NOTE: Responses which do not address the above requirements above will not be considered. The information contained in this Notice will be the only information provided by Tinker AFB during the information gathering process. All qualified sources should respond to this Notice by submitting information in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by Tinker AFB may be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the Government anticipates release of a solicitation during the fourth quarter of 2011. Responses to this Notice are due to the POC no later than Monday, September 19, 2011, at 12:00 Noon CDT and shall be submitted electronically via email only to the attention of Kimberly Delong at Kimberly.Delong2@tinker.af.mil and Maurice Summers at Maurice.summers@tinker.af.mil. The subject line of the email message shall be: RFI FA8101-11-Q-0058, SCHEDULED DAILY BUS SERVICE BETWEEN TINKER AFB AND SURROUNDING AREA. No other method of transmittal will be accepted. The response shall not exceed twenty-five (25) pages. Unnecessarily elaborate submissions are discouraged. Access by the Government to information in any files attached to the response is the responsibility of the submitting party. The Government is not responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE REQUEST FOR INFORMATION / SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE GOVERNMENT.
