Description
This is an amendment to sources sought notice W9113M-11-SSTESL and W9113M-11-SSTESL01, "Test Execution Services and Launch Augmentation" (TESLA) to revise the following: 1. The acronym for Test Execution Services and Launch Augmentation, currently "TESLA" is revised to "TESTLA". 2. Test Execution Services and Launch Augmentation (TESTLA) proposed acquisition strategy is revised as follows: a. Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) with a two -year base and ONE, one-year option. b.The contract level ceiling is estimated at a range of $450M to $470M, to be shared among awardees 3. ORGANIZATION CONFLICT OF INTEREST (OCI): The TESTLA acquisition will be a bridge to the Design, Development, Demonstration and Integration (D3I). There is a strong potential for an OCI between USASMDC/ARSTRAT SETAC program and the TESTLA acquisition. The SETAC contracts require un-biased technical analyses/assessments of USASMDC/ARSTRAT mission-related technologies, as well as programmatic support to the technical organizations that manage those technologies. Specific activities involve detailed cost analysis and studies; independent analysis and assessments; detailed engagement simulations; and program/project analysis, evaluation, and other similar support, including that for production and fielding of weapon systems and other space and missile defense technology products. The SETAC contractors will participate in various planning, operation, and integration meetings and activities, as well as provide direct inputs related to operational decision-making by the USASMDC/ARSTRAT technical organizations and other customers/users of the contract. Further, the SETAC contractors will have access to a myriad of proprietary data/information belonging to other contractors. The information gained through these support services may provide an unfair competitive advantage for those firms involved in providing solutions to competed requirements. As such, there is a strong potential for organizational conflicts of interest (OCI), as specified in FAR 9.505, to materialize over the life of the contract. It is anticipated that the SETAC contractors will provide significant support as described above to the technologies and products developed under the TESTLA vehicle, as well as to the USASMDC/ARSTRAT technical organizations and customers responsible for the management thereof. As such, the Government does not anticipate that industry can present sufficient mitigation of actual, perceived, or potential OCI that would allow participation as a prime contractor for both the SETAC and TESTLA acquisitions. AN OCI BETWEEN TESTLA and D3I IS NOT ENVISIONED BUT CONTRACTORS WILL BE REQUIRED TO "SELF-POLICE" AND IDENTIFY TO THE GOVERNMENT POTENTIAL CONFLICTS. 4. The PROJECTED SCHEDULE for TESTLA is revised as follows: Finalize Contract Requirements 4th Qtr FY11 Issue Draft Request for Proposal (DRFP) 1st Qtr FY12 Industry Day 1st Qtr FY12 Issue Final RFP 1st Qtr FY12 Receive Proposals 2nd Qtr FY12 Contract Awards 3rd Qtr FY12 5.
