- Sole Source Justification Statement of Work COMBINED SYNOPSIS/SOLICITATION HQ002812386600 Remote Recording System and Microwave Demonstration This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The work to be performed herein is sole sourced, Justification & Approval and Statement of Work are attached hereto. The proposed procurement is for a remote digital video recording system for the Remote Operated Optical Tracking System (ROOTS), as well as the design, testing, and demonstration of the Microwave Transmission System for ROOTS 1.0 at Vandenberg Air Force Base. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective 4 Aug 2011 and DFARS Change Notice 20110819. The Government intends to award a firm fixed-priced, Sole Source Purchase Order to Federal Edge, Inc. (Riverside, CA, USA) in accordance with 10 U.S.C. 2304(c)(2) & FAR Part 6.302-2, Unusual and Compelling Urgency. (1) FAR 52.212-1 (Instructions to Offerors - Commercial Items) (JUN 2008): (a) Re para (a): NAICS 423410, "Photographic Equipment and Supplies Merchant Wholesalers"; small business size standard is 100 employees. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation - Commercial Items) (JAN 1999) with the following insertion in para (a) "lowest priced technically acceptable with acceptable past performance." Technical evaluation will be whether quoted items satisfy all requirements for CLIN 0001 as described below. (3) QUOTATIONS ARE DUE BY 2:00PM PACIFIC TIME ON 16 Sep 2011 IN ORDER TO BE CONSIDERED. Quotations may be emailed to caroline.brown@dma.mil or sent via fax to (951) 413-2432. Due to technical issues email and fax may not result in your quotation arriving before the cut-off time, please allow extra time if you're sending your quote via electronic means. (4) Quotations must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) (MAY 2011) with Alt 1 (APR 2011).
