COMBINED SYNOPSIS/SOLICITATION AB1330-11-RQ-05988 Replace Gutters on the Newport Aquaculture Laboratory (I) This is a combined synopsis/solicitation for construction prepared in accordance with the simplified acquisition procedures authorized in FAR Part 36. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFP Number AB1330-11-RQ-5988/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (IV) This solicitation is being issued as a Total Small Business Set-Aside.. The associated NAICS code is 238190. The size standards in number in millions of dollars is $14.0M. (V) This combined solicitation/synopsis is for the replacement of gutters on the Newport Aquaculture Laboratory Building. CLIN 0001: Replace Gutters on the Newport Aquaculture Laboratory Building by November 30, 2011. (VI) Description of requirements is as follows: STATEMENT OF WORK Replace Gutters on the Newport Aquaculture Laboratory Building 1.0 Organization The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 2.0 Background The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. The NWFSC Newport Research Station, Newport Aquaculture Laboratory has an original gutter system which leaks in numerous joints and is currently beyond repair. The NOAA owned buildings entire gutter system needs to be replaced. 3.0 Services Required 3.1 Remove and dispose of the existing NAL building 950 gutter system. 3.2 Repair or replace any damaged fascia wood structure and paint to match building. 3.3 Install a new continuous gutter and downspout system to the requirements below. Contractor shall supply all materials, fittings and hardware to complete the repair and will dispose of old materials. 3.3.1 Product A. Gutter and Downspouts: Prefinished 22 gauge galvanized sheet metal factory coated and hot-baked polyvinylidene fluoride finish with Kynar 500 resin. Color to be selected from manufacturer's standard color. B. Fasteners: Nails shall be hot-dip galvanized for galvanized steel. 3.3.2 Installation A. Examine the substrate and the conditions under which the work is to be performed, and do not proceed until unsatisfactory conditions have been corrected. Surfaces to receive sheet metal are to be clean, even, smooth, dry, and free from defects and projections that might adversely affect the application. Comply with SMACNA recommendations. B. Work shall be accurately formed to sizes, shapes, and dimensions indicated with all angles and lines in true alignment. All work shall be straight, sharp, and erected plumb and level in proper plane without bulges or waves. Conform to standards of SMACNA. C. Fabricate all items in continuous maximum length that can be fabricated to keep the number of joints to a minimum. D. Make proper allowances for expansion and contraction of materials in all work. 3.4 The Contractor must comply with all federal, state and local environmental, health and safety regulations while conducting this work. 3.5 Work in the courtyard section of the NAL building 950 will require the contractor to coordinate with NOAA staff that have tanks containing live fish under the eves around the perimeter of the courtyard. 4.0 Point of Contact The NWFSC Newport Research Station point of contact (POC) will be Rick Brown at the Newport Research Station. The POC will handle questions; inspect area during and after completion of the remediation work. Scheduling will be performed by the POC or his NWFSC designee.
