Description
The prospectus in its entirety as amended on August 17 and September 1, 2011. The prospectus, in its entirety, as amended on August 17 and September 1, 2011. Replacement Pages with Amendment 3 changes of September 1, 2011. These are replacement pages for the original prospectus posted on July 1, 2011. UPDATED SEPTEMBER 1, 2011! Due to amendments made to the prospectus on September 1, 2011, the application deadline is extended to October 7, 2011. A summary of the amendments is provided below. On July 1, 2011, the George Washington and Jefferson National Forests announced the availability of a prospectus for a special use permit for the operation and maintenance of campgrounds and developed day use areas. These recreation areas are located on and near Lake Moomaw in Bath and Alleghany Counties, Virginia, on the Warm Springs and James River Ranger Districts. This prospectus is being issued to solicit applications for a special use permit for campgrounds and related Granger-Thye concessions. The authorized officer for this business opportunity is the Forest Supervisor for the George Washington and Jefferson National Forests, 5162 Valleypointe Parkway, Roanoke, VA 24019-3050. Since this offering was initially posted, several amendments to the prospectus have been made. The amendments include: Amendment 1 on August 17 - Allowable fees were amended on page 31 of the prospectus. Originally it stated that additional camping fee is allowed for each extra vehicle more than one at a family campsite. This was amended to say an additional camping fee is allowed for each extra vehicle more than two at a family campsite. Amendment 2 on August 17 - The application deadline was extended to September 9. Amendment 3 on September 1, 2011 - The following amendments are made to the prospectus: 3.1. The provision about land and water bassed fuel sales at the marina being a required service is amended to fuel sales being an optional service. I fholder does not provide fuel service, applicable state requirements described in the prospectus do not apply (pages 4, 8, 10, 11 and 23 of the prospectus). 3.2. The provision that current Forest Service fees be honored through the first full operating season is removed. Holder may propose reasonable price adjustments with justification for the 2012 operating season (page 32 of the prospectus). 3.3. The provision that Blowing Springs Campground, MClintic Point Campground and Bolar Mountain Campground operating season begin no later than April 1 is amended to an operating season that begins no later than May 1 (pages 14, 16, 40 and 41 of the prospectus). 3.4. The provision that Blowing Springs Campground, McClintic Point Campground and one of the camping loops at Bolar Mountain Campground have an extended operating season for regular firearms deer hunting season is amended to just one of these three camping loops remaining open through regular firearms deer hunging season, typically the first weekend in December (pages 14, 16, 18, 40 and 41 of the prospectus). 3.5. The provision that Morris Hill Campground, Coles Point Picnic Shelters and Coles Point Boat Ramp minimum operating season extend until September 30 is amended to the minimum operating season extending until the weekend after Labor Day (pages 18 and 22 of the prospectus). 3.6. A typographical error that stated the National Recreation Reservation System (NRRS) is accepting reservations for the 2011 operating season is corrected to state NRRS is accepting reservations for the 2012 operating season (page 28 of the prospectus). 3.7. Clarification is made to off-season operations and staffing requirements for Fortney Branch boat ramp (pages 22, 41 and 42 of the prospectus). 3.8. The deadline for submitting applications is extended to October 7, 2011. The following pages of the prospectus have been revised on September 1, 2011: 4, 8, 10, 11, 14, 16, 18, 22, 23, 28, 32, 38, 40, 41 and 42. Replacement pages are provided as an attachment. Also, the prospectus as amended, in its entirety, is provided as an attachment.
